Consultant: Maritime Law Enforcement Expert

Overview

The consultant will provide Maritime Law Enforcement (MLE) technical assistance and coordinate capacity-building projects for states in the Red Sea region. The role involves planning, coordinating, and conducting MLE training and Qualification Training Courses (QTC).

Tasks Summary

• Coordinate with countries and agencies to identify assistance needs.
• Prepare MLE training materials, including QTCs.
• Provide MLE technical assistance as per planning.
• Conduct on-the-job training.
• Elaborate end-of-activity or mission reports.
• Contribute newsletter inputs.
• Support coordination of UNODC GMCP activities.
• Identify training needs and review operational/logistics.
• Complete monitoring and evaluation requirements.
• Submit photos and descriptions for visibility materials.
• Upload documents to Basecamp and SharePoint.

Experience Requirements

• At least 5 years’ experience as a police officer, member of a defense force, or a maritime security organization, with maritime law enforcement experience is required.
• Proven experience working in a related field in a difficult/conflict environment is required.
• Experience as a police/defense forces trainer is desirable.
• Experience of training in an international environment is desirable.
• Basic IT skills are desirable.

Qualification Requirements

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Languages Required: Fluency in oral and written English is required.

Languages Preferred: Knowledge of another official United Nations language is an advantage.

Contract Duration: 1 Apr – 31 Jul 2026

Work Modality: Home-based with travel to Bahrain, Djibouti, Egypt, Ethiopia (Addis Ababa and Bishoftu), Kenya (Nairobi and Mombasa), Pakistan, Somalia (Mogadishu, Hargeisa, Berbera, Garowe and Bossaso), Saudi Arabia, Sudan and Yemen.
