Overview
The Associate Humanitarian Affairs Officer supports the UN Resident/Humanitarian Coordinator and humanitarian partners in disaster preparedness and response, facilitating transition towards relief and development. The role involves providing thought leadership and support for humanitarian and early recovery planning, with a focus on vulnerable communities.
Tasks Summary
- Leads and/or supports the leadership of the Humanitarian Advisory Team in the Philippines.
- Provides policy, technical, and advisory support to the RC/HC in areas relevant to OCHA's mandate.
- Supports the Resident/Humanitarian Coordinator and humanitarian partners in incorporating lessons learned into planning, programming, and financing.
- Ensures/supports the planning, implementation, and strengthening of inclusive humanitarian coordination.
- Maintains and strengthens relations with Government, local, and relief/recovery partners.
- Provides analysis and policy advice for humanitarian coordination, planning, and financing.
- Drafts and prepares papers and situation reports.
- Supports the development of strategies/mechanisms to strengthen cross-sector initiatives.
- Supports disaster management activities and facilitates joint approaches for assessments, planning, and response.
- Supports emergency preparedness information needs through coordinated reporting and analysis.
- Supports inter-agency contingency planning.
- Supports the promotion of common needs assessment tools and coordination of humanitarian partners for assessments.
- Represents the HAT PHL in key meetings and events.
- Oversees daily management of HAT PHL operations, including supervising staff.
Experience Requirements
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant working experience at the national or international organization in disaster management, humanitarian or in related thematic area is required.
- Relevant experience in working with a UN agency or other international humanitarian entity at senior level is required.
- Experience in the area of emergency preparedness, crisis/emergency relief management, humanitarian/development environment or emergency field coordination is required.
- Experience in fostering collaboration and building strategic partnerships with humanitarian actors, governments, international/regional organizations and other stakeholders is desirable.
- Coordination, Information Management, Capacity building and Presentation skills are desirable.
- Exposure to major disaster response mission is desirable.
Qualification Requirements
- Advanced University degree (master’s degree or equivalent) in Humanitarian, Environmental Science, Social Science, Climate Change, International Development, Economics, Business Administration, Public Administration, or related field is required, OR
- A first level university degree (bachelor’s degree or equivalent) in the above-mentioned fields with additional 4 years of relevant experience will be given due consideration in lieu of master’s degree.
