Overview
The Humanitarian Affairs/Liaison Officer Programme will support the operations and activities of the Regional Humanitarian Financing Facility for West and Central Africa in Chad, facilitating awareness, dialogue, and engagement with country stakeholders involved in the Fund's processes.
Tasks Summary
- Support all stages of the fund allocation process, including priority setting, planning and conducting strategic and technical reviews.
- Support the technical and financial review of project proposals and preparation of contractual agreements.
- Support information sharing and other activities related to the allocation process at the national level.
- Support dialogue and cooperation between partner organizations.
- Ensure OCHA country office staff are aware of the allocation process and informed of approved partners and projects.
- Contribute to the planning and logistical organization of Fund governance meetings.
- Provide note-taking support for meeting minutes and/or reports and monitor follow-up actions.
- Contribute to updating Fund governance documents.
- Liaise with local and national partner organizations and actors.
- Contribute to organizing training sessions on Fund processes for partner organizations.
- Provide technical support to partner organizations, especially local and national ones.
- Support and accompany the participation of local and national organizations in Fund processes and activities.
- Support the eligibility process, including preliminary selection, registration, due diligence, capacity assessment, and follow-up.
- Support and participate in Fund initiatives, including advancing localization.
- Contribute to the review of narrative reports of Fund-financed projects.
- Lead and/or participate in field visits for programmatic monitoring and write corresponding mission reports.
- Share information and liaise with the OCHA country office regarding monitoring activities.
- Liaise with partners and stay updated on project progress, challenges, best practices, and lessons learned.
- Provide technical support to partners for effective project implementation.
- Ensure regular updates to the Grant Management System (OneGMS).
- Ensure regular updates to stakeholder contact lists.
- Contribute to data collection and analysis for Fund bulletins and annual reports.
- Support the regular collection of photos, videos, and other materials from Fund partners.
Experience Requirements
- 2 years of professional experience with a Master's degree or 4 years of experience with a Bachelor's degree in programme/project management, including Monitoring, Evaluation, Accountability, and Learning (MEAL).
- Solid computer skills (Word, Excel, PowerPoint, email management) are required.
- Familiarity with a humanitarian project tracking and management platform is required.
- Experience in the functioning of one or more humanitarian financing mechanisms, including pooled funds (CERF, CBPF, SRF, etc.) is required.
- Previous experience with or within the UN system and/or international organizations is desirable.
- Experience in managing humanitarian or development funds is desirable.
- Experience in setting up and/or managing databases and uploading data is desirable.
- Experience in writing activity reports and meeting minutes is desirable.
- Experience and good knowledge of humanitarian issues in West and Central Africa, particularly in the Sahel, is desirable.
- Experience in identifying contextual factors influencing project design, planning, and implementation, and how they are monitored and evaluated (project cycle).
- Solid experience in interpreting and analyzing project information.
- Experience in identifying key elements of good quantitative and qualitative data analysis.
- Experience in managing, implementing, and monitoring/evaluating projects/programmes.
Qualification Requirements
- Master's degree or equivalent in social sciences, economics, project management, or public administration, or any related field is required.
- A first-level university degree combined with two additional years of qualifying experience will be accepted in lieu of the higher university degree.
- A certification in project and/or programme management (including project/programme monitoring and evaluation) will be considered an asset.
