Overview
The Programme Officer (Climate & Disaster Risk Reduction) will advance UNICEF's Climate, Environment and Disaster Risk Reduction programme in Malaysia, focusing on ensuring children live in a sustainable environment and strengthening their resilience. The role provides technical support in evidence generation, policy, advocacy, partnerships, programme development, and planning, monitoring, evaluation, and reporting.
Tasks Summary
- Identify, collect, and organize data on climate, environmental, and disaster risks affecting children and social services.
- Support research, risk analytics, and situation analyses.
- Capture and synthesize lessons learned and best practices.
- Develop strategic position papers and knowledge products.
- Support policy implementation by identifying partners and advocacy opportunities.
- Provide technical support in integrating climate resilience into sectoral policies, strategies, and budgets.
- Support policy dialogues and promote child-inclusive approaches in planning and governance.
- Build and maintain partnerships with key stakeholders.
- Support the development and implementation of advocacy and communication strategies.
- Explore and support mobilization of climate and disaster risk financing.
- Contribute to inter-agency coordination efforts.
- Support strategic planning, coordination, and implementation of climate-resilient social services.
- Lead the development and implementation of child-centered disaster risk reduction interventions.
- Develop programme documents, concept notes, and funding proposals.
- Coordinate with Implementing Partners on work plans and reports.
- Conduct field visits and assessments.
- Coordinate and be responsible for effective knowledge management systems.
- Ensure child-focused climate & environmental actions are integrated into workplans and monitored.
- Prepare inputs for annual reports, results assessments, and programme/project/donor reports.
Experience Requirements
- Minimum of two (2) years of direct professional work experience at the national level in programme/project development in climate change adaptation, disaster risk reduction, or social services systems strengthening is required.
- Technical knowledge of climate, environment, and disaster risk reduction in Malaysia is a requirement.
- Experience working in social sectors (e.g., health, education, WASH, child protection, social protection) and integrating climate and environmental considerations in these sectors is required.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable.
Qualification Requirements
A Bachelors' Degree in environment, climate science, social and economic development, public health, disaster management, public administration, or another relevant technical field.
