Overview

The National Consultant will conduct a Digital Readiness Assessment in Nepal, analyzing the country's digital ecosystem to inform national digital transformation strategies.

Tasks Summary
  • Develop an Inception Report for the Digital Readiness Assessment.
  • Prepare a Draft Digital Readiness Assessment Report.
  • Present findings at a national stakeholder workshop and consolidate feedback.
  • Finalize the country-level Digital Readiness Assessment Report.
  • Support the initial set-up of the assessment, including stakeholder mapping and coordination.
  • Conduct ongoing coordination with international consultants.
  • Perform a desk review of national digital strategies and policies.
  • Collect data through interviews, surveys, and consultations.
  • Provide support for national workshops, including presentations and facilitation.
  • Analyze collected data, identify gaps, and draft the assessment report.
  • Revise and finalize the assessment report based on feedback.
Experience Requirements
  • A minimum of five (5) years of professional experience in digital transformation, e-government, digital policy, ICT for development or related areas is required
  • Experience engaging with government ministries and public institutions at the national level is required
  • Demonstrated experience conducting digital readiness assessments, digital government diagnostics or similar institutional assessments is required
  • Experience working with governments and/or international organizations is highly desirable
  • Familiarity with LDC contexts and public sector reform processes is an asset.
Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent) in Information Systems, Digital Transformation, Public Policy, Economics, Development Studies or a related field is required
  • Strong understanding of the country's digital governance landscape, including relevant national policies, institutional and national frameworks is required
  • Strong knowledge of international digital development frameworks, including ITU digital indicators and whole-of-government approaches is required
  • Proven analytical, research and report-writing skills is required
Other Details

Languages Required: Fluency of English is required. Knowledge of Nepali is required.
