Overview

The Associate Project Officer (Budget and Finance) will be responsible for providing financial management and budget administration support services to specific projects.

Tasks Summary
  • Provide inputs for budget preparation and review.
  • Support programme/project responsible officers in elaborating resource requirements.
  • Assist in finalizing cost estimates and budget proposals.
  • Review and analyse project budgets based on donor agreements.
  • Ensure donor agreement provisions are accurately translated into project budgets.
  • Ensure compliance with UNESCO’s rules, regulations, policies, and procedures and accounting standards.
  • Liaise with BFM and BSP on budget planning and preparation.
  • Ensure budget data is entered in management systems and transactions comply with regulations.
  • Monitor budget execution and provide information on budgetary resource use.
  • Monitor and analyse project budgets based on implementation progress and take corrective action.
  • Provide advice on reviewing project budgets and propose revisions.
  • Process, validate, and follow up on budget revisions.
  • Ensure timely project closure actions.
  • Act as Certifying Officer, ensuring financial transactions comply with regulations.
  • Monitor commitments and payments, review and reconcile clearing accounts.
  • Analyse and implement corrective actions for accounting transactions.
  • Provide advice on financial interpretations.
  • Support project/programme officers on donor reporting and liaise with Headquarters services.
Experience Requirements
  • Minimum 2 years of relevant professional experience in administration, finance, accounting or related areas.
  • Experience in implementing internal control systems.
  • Demonstrated experience in solving routine and non-routine Human Resources, finance, and budgeting issues.
  • Experience in international organizations or United Nations agencies.
Qualification Requirements
  • Advanced university degree (Master's or equivalent) in the field of Finance, Business Administration, Accounting, or closely related field(s).
  • Additional technical training in accounting/finance (CPA, ACCA, etc.), administration, or directly related fields.
Other Details

Languages Required: Excellent knowledge (written and spoken) of English.
