Overview
This role provides analytical support to advance Indonesia’s energy transition agenda, focusing on renewable energy scale-up, regulatory reform, and stakeholder coordination.
Tasks Summary
- Support technical, economic, and policy analysis of MEMR team.
- Provide inputs to support project planning and execution regarding renewable energy deployment, electricity market development, and power sector planning.
- Conduct regular reviews of regulatory and policy data.
- Support the synthesis of technical, economic, and social evidence.
- Provide technical support to the review process and contribute substantive inputs to the revision of regulatory frameworks.
- Provide technical support to the review process and contribute substantive inputs for the revision of Presidential Regulation No. 112 of 2022.
- Provide technical support to the review process and contribute substantive inputs for the revision of ministerial regulations on local content requirements.
- Provide technical support to the review process and contribute substantive inputs to the development of regulatory frameworks for ceiling tariffs for hybrid power generation projects.
- Provide technical support to the review process and contribute substantive inputs to regulatory frameworks on the shared use of power transmission.
- Provide analytical support in reviewing policy documents, technical guidelines, and regulatory proposals.
- Contribute insights and data regarding political-economy dynamics, institutional arrangements, and implementation feasibility.
- Maintain productive relationships with the Advisor to the Minister of Energy and Mineral Resources.
- Provide rapid analytical support, briefing notes, presentations, and technical reviews as required.
- Contribute to tracking the progress of national priority initiatives.
- Support MEMR to organize policy consultations, technical workshops, and stakeholder engagements.
- Facilitate regular communication and dialogue between technical experts, policymakers, and international partners.
- Support MEMR in maintaining effective inter-agency coordination mechanisms.
- Support MEMR in tracking project progress against scope and potential risks associated with proposed power system investments.
Experience Requirements
- Relevant experience in public policy with technical experience in energy transition and power sector.
- Experience conducting economic and policy analysis related to electricity markets and energy transition initiatives.
- Experience engaging with multiple stakeholders, including government agencies, development partners, and industry actors.
- Strong understanding of Indonesia’s energy transition priorities, including solar deployment, transition from diesel power plants (dedieselisation), and electricity system transformation.
- Strong analytical and communication skills, with the ability to translate complex technical issues into policy-relevant recommendations is essential.
- Proficiency in standard computer software (Word, Excel, presentations, databases, and internet) or Google Suite is required.
- Demonstrated experience in drafting, reviewing, or supporting Indonesian government regulations or policy frameworks is highly desirable.
- Familiarity with Indonesian regulatory processes, institutional coordination, and political-economy considerations is highly desirable.
Qualification Requirements
• Bachelor’s degree (or equivalent) in energy systems, economics, public policy, engineering, development studies, or related fields with 4 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required.
