Overview

Provide specialized technical advice for the development of project products related to urban resilience and climate action. The consultant will be responsible for the timely delivery of required project outputs.

Tasks Summary
  • Provide specialized technical advice to the UN-Habitat Mesoamerica Office for the development of project products.
  • Identify and map relevant stakeholders.
  • Conduct job task analysis and profiling.
  • Co-design and implement Capacity Needs Assessment (CNA) surveys.
  • Analyze assessment data to identify priority capacity-building areas.
  • Coordinate logistics for project workshops.
  • Prepare briefing materials and background documents.
  • Facilitate stakeholder participation and document proceedings.
  • Provide context and local insights for developing project materials.
  • Review and provide feedback on draft materials.
  • Support adaptation of global frameworks to national and local contexts.
  • Draft sections of technical documents and strategy materials.
  • Assist in writing and reviewing technical publications.
  • Coordinate with institutions for co-design and delivery of training programs.
  • Adapt training modules and learning materials.
  • Identify and recruit appropriate participants.
  • Facilitate partnerships between municipal governments and academic institutions.
  • Support delivery logistics for training activities.
  • Monitor participant engagement.
  • Identify opportunities for institutionalizing training.
  • Coordinate the generation and integration of project content.
  • Ensure project outputs align with national priorities.
  • Distribute and collect participant feedback surveys.
  • Compile feedback, analyze effectiveness, and prepare evaluation reports.
  • Support quality assurance of learning materials and assessment tools.
  • Maintain organized project files and documentation system.
  • Document stakeholder inputs, meeting minutes, decisions, and lessons learned.
  • Compile case studies and examples for global knowledge sharing.
  • Prepare implementation reports.
  • Draft guidelines for scaling and sustaining capacity-building programs.
  • Support project communications and visibility activities.
  • Coordinate review and approval processes.
  • Product 1 - Stakeholder Mapping Report Month 1
  • Product 2 - Capacity Needs Assessment and Competency-based Training Program Co-design Month 2
Experience Requirements
  • Minimum of six (6) years of progressive professional experience in urban development, urban planning, climate change adaptation, or related fields.
  • Demonstrated expertise in working with government institutions, particularly at the local level.
  • Proven ability in stakeholder engagement and coordination of multi-stakeholder processes.
  • Experience in capacity building, training coordination, or educational program development.
  • Familiarity with international organizations, especially UN agencies, is highly desirable.
  • Knowledge of Belize’s urban development context and institutional landscape is considered a strong asset.
Qualification Requirements
  • An advanced Bachelors degree (Master’s degree or equivalent) in fields related to territorial and urban planning, urbanism, geography, urban design, territorial studies, and/or related areas.
  • If you have published bibliographic material on the aforementioned topics, please indicate this in your application; it will be considered an asset.
  • Additional training in climate change adaptation, disaster risk reduction, or capacity building will be considered an advantage.

Languages Required: • Excellent oral and written Spanish skills. • Oral and written English skills are required.
