Overview
Expert to contribute to reports on Member State implementation of Security Council sanctions regimes concerning ISIL (Da’esh), Al-Qaida, and the Taliban, and to provide periodic assessments on the threat posed by these groups.
Key Responsibilities
- Contribute to reports on Member State implementation of ISIL (Da’esh) and Al-Qaida and 1988 sanctions regimes.
- Contribute to periodic briefings/assessments on the threat posed by ISIL (Da’esh), Al-Qaida, and the Taliban.
- Prepare and deliver briefings on sanctions regimes and Monitoring Team activities.
- Produce analysis on financing, radicalization, recruitment, kidnapping for ransom, criminal misuse of the Internet, and illicit proliferation of small arms and light weapons.
- Consult with Member States and gather information on non-compliance.
- Undertake confidential consultations with intelligence and security services.
- Work with Member States and organizations to promote awareness and compliance.
- Assist the Ombudsperson.
- Contribute to reviews of Sanctions Lists.
- Support Committees in following up on requests for information.
- Support capacity-building assistance for Member States.
- Contribute to reports adhering to high standards of evidence and methodology.
- Assume other duties as mandated by the Security Council or requested by the Committees.
- Contribute to the preparation of the Monitoring Team’s programme of work.
- Participate in missions to gather information.
- Draft and follow up on correspondence.
- Collate and assess information obtained.
- Classify, categorize, and archive materials.
- Submit an End of Assignment Report.
- Assume other duties as requested by the Secretariat.
Required Experience
- A minimum of ten years of progressively responsible experience in counter-terrorism, risk analysis and threat assessment in international/regional organizations or bodies, government, private sector financial and/or non-financial institutions, and/or security-related professions is required.
- A minimum of three years field experience is required.
- Strong field research or investigative experience in the area of expertise is required.
- Experience in writing high-quality reports is required.
- Proven interpersonal skills in a complex, political and structured working environment are required.
- A demonstrated understanding of sanctions regimes in a United Nations, regional organization or Member State setting is highly desirable.
- Experience in working under the rules and regulations of the organization and the working culture and methods of the United Nations Secretariat is highly desirable.
- Experience in the Middle East and North Africa is desirable.
Qualifications
An advanced university degree (Master’s degree or equivalent) in security/military/strategic studies, political science, international relations, law, or other relevant area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
