Overview

Provide technical analysis to strengthen the national legal and financial framework for disaster risk reduction, aligning with the Sendai Framework and its related plans.

Tasks Summary
  • Report on analytical review of existing national legal, regulatory and financial instruments related to disaster risk reduction completed.
  • Technical recommendations for strengthening and updating the national legal and financial for the integration of anticipatory finance considerations into existing financial, investment and budgetary frameworks on disaster risk reduction aligned with the Sendai Framework, its MTRSF and the Sendai Gender Action Plan, delivered.
  • Draft of legislation project to align the legal and financial framework with the Sendai Framework, the MTRSF and the Sendai Gender Action Plan developed.
Experience Requirements

A minimum of seven (7) years of professional experience in policy analysis, legal and regulatory frameworks, public policy, disaster risk reduction, climate change adaptation, sustainable economic development or related areas is required. Experience providing technical or policy advice to government institutions at national or subnational level is required. Working experience in Brazil on disaster risk reduction is required. Relevant professional experience in the Latin America and the Caribbean region is desirable.

Qualification Requirements

Advanced university degree (Master’s degree or equivalent) in law, public policy, economics, development studies, social sciences, disaster risk reduction, climate change, environment or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Other Details

Languages Required: Fluency in English and Portuguese is required for this consultancy.

Languages Preferred: Knowledge of Spanish is desirable.
