Overview

The Chief of Mission Support is responsible for providing managerial, logistical, and administrative support for the mission/office mandate. This role advises the Head of Mission on support matters and oversees the management of mission resources.

Tasks Summary
  • Contributes to the implementation of the mission/office mandate by providing managerial, logistical/technical and administrative support.
  • Certifies mission expenditures.
  • Advises the Head of Mission on administrative and logistical support matters.
  • Plans, organizes, implements, manages and oversees activities and logistical / technical support operations.
  • Provides effective management of human, financial and material resources.
  • Identifies broad strategies for the development and implementation of the mission support’s work programme.
  • Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programmes for support activities.
  • Establishes sound policies, procedures, practices, standards and tools for budget, accounting, financial and human resources management and control.
  • Liaises, negotiates and coordinates with national authorities on administrative and logistical matters.
  • Ensures cooperation and integration of administrative and logistical resources with military, civilian and other substantive elements.
  • Provides guidance, support and supervision to senior administrative and logistics/technical support staff.
  • Ensures the provision of guidance, performance evaluation, supervision and mentoring to all administrative & logistics/technical support and other staff.
  • Maintains good order and discipline of staff.
  • Represents the mission before legislative bodies, providing information and clarification in support of budget proposals.
  • Represents the mission support component at meetings, protocol and ceremonial occasions, military parades, etc.
  • Performs other duties as required.
Experience Requirements
  • A minimum of fifteen (15) years of experience in administration, finance, supply chain management, information and communication technology, or related fields is required.
  • At least five (5) years of experience at senior-level managing complex operations in United Nations common system field operations, including peacekeeping and special political missions, UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations is required.
  • At least three (3) years of experience implementing complex support programmes and administrative rules and procedures in a volatile environment is required.
  • At least two (2) years of experience providing strategic policy advice to senior-level officials is required.
  • Experience in liaising with Member States, intergovernmental bodies, such as the UNHQ bodies providing information in support of budget proposals is required.
  • Experience in a wide range of logistics areas is required.
  • Experience at the senior level in directly managing cross-functional teams and sections is required.
  • A proven track record of leadership and management in multicultural settings in a politically sensitive context is required.
  • Experience supporting field operations with Troops contingents and/or Military Observers is desirable.
Qualification Requirements

Advanced university degree (master’s degree or equivalent) in business or public administration, human resources management, accounting, management, logistics, supply chain management, engineering, communications or related field is required. A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
