Overview
The Digital Impact Officer (ICT Infrastructure & Cybersecurity) leads the specification, procurement, and operationalization of ICT infrastructure for e-learning hubs, telehealth networks, and AI-based applications. The role supports the implementation of regional and national activities to strengthen health system performance and digital innovation.
Tasks Summary
- Lead the specification and procurement of infrastructure for e-learning hubs, telehealth networks, and AI-based diagnostic and treatment applications.
- Facilitate delivery, installation, testing, and operationalization of these systems.
- Oversee contract and vendor management, ensuring quality assurance, timely execution, and value for money.
- Support country ownership and capacity building.
- Assist in co-leading a Regional (multi-country) Technical Working Group (RTWG).
- Help manage daily operations of the RTWG and organize cross-country technical forums.
- Work closely with government ICT teams, the World Bank, and Infrastructure & Solution Vendors.
- Keep an updated infrastructure deployment roadmap and risk register.
- Deliver expert technical support to country offices in designing and implementing health ICT infrastructure.
- Identify and highlight gaps, opportunities, and strategies for scale-up in the procurement, deployment, and management of health ICT infrastructure.
- Assess and support each countries Public Key Infrastructure.
- Lead the procurement activities, including the preparation and review of terms of reference, proposals, quotations, vendor selection, vendor management and contract administration.
- Plan, manage and coordinate vendor activities for deployment and setup of e-learning hubs, health facility infrastructure and connectivity upgrade, backup power solutions installations.
- Oversee and guide the deployment of the PHIT Project’s backend infrastructure.
- Help establish and maintain strict quality assurance protocols, thorough technical documentation, and effective support structures.
- Co-design and co-facilitate change management workshops.
- Organize capacity planning and support countries in managing service performance.
- Ensure successful delivery of post implementation support and maintenance of all infrastructures systems.
- Execute handover of all ICT Infrastructure and clinical/end-user equipment to governments.
- Co-ordinate and lead security assessments, penetration tests, and remediation plans.
- Work with countries in defining and/or enforcing or aligning to data protection controls, access provisioning, and security incident management.
- Ensure data residency, backup, retention is aligned with sovereign/national requirements.
- Maintain regulatory compliance documentation.
- Oversee regional project management activities and milestones (infrastructure & cybersecurity).
- Maintain a centralized repository and comprehensive lessons learned logs.
- Contribute to the preparation and sharing of monthly project status reports.
- Conduct enablement sessions for country ICT teams.
- Maintain and update the register of purchase requisition stages, equipment delivery/installation/handover status, payment certification and status.
- Maintain comprehensive budget tracker for all procurement activities pertaining to PHIT Project.
Experience Requirements
- A minimum of 2 years of professional experience in Digital Technology in a large corporate or regional organisation is required.
- Experience with Public Key Infrastructure is preferred.
- Hands on experience with On-Premises and/or Cloud(Azure/AWS/Digital Ocean/GCP) Infrastructure management.
- Experience in designing, deploying and managing Virtualization platform (Proxmox/VMWare/Hyper-V), Server Operating Systems, Networking and Backup/Disaster Recovery.
- Good knowledge, understanding in implementing security systems including IAM, SIEM, SOAR, ISO27001.
- Experience in coordinating large infrastructure projects including multiple stakeholder management is an added advantage.
- Experience or exposure in developing or supporting development of Cybersecurity guidelines/policies/procedures is desired.
- Exposure to UNICEF, UN or other INGO programmatic areas, including in health sector will be an added advantage.
Qualification Requirements
An undergraduate degree (Bachelor’s degree or equivalent) is required in Computer Science, Cybersecurity, Networking, Digital Infrastructure, International Development or another relevant technical field.
