Overview

Provide oversight and reporting responsibilities in the implementation of the Revised Policy on Technical Assistance (TA) by ensuring financial oversight and management.

Tasks Summary
  • Ensure financial oversight and management of TA activities follow the revised TA Policy and updated procedures.
  • Provide comprehensive management information and critical reporting, including portfolio information by fund sources, to support country monitoring of TA projects.
  • Help revise financial procedures and the TA Disbursement Handbook to ensure consistency with the new TA Policy and promote efficiency and accuracy in disbursement operations.
  • Represent CTL on ADB-wide activities, projects, working groups and committees as assigned.
  • Lead TA disbursement during resilience situations, providing guidance and expertise as required, and provide additional support to CTL's overall resilience initiatives when needed.
  • Provide leadership to reporting staff by overseeing performance providing constructive feedback and encouraging professional development.
Experience Requirements
  • At least 6 years relevant professional experience in accounting, auditing or finance, including international experience working in several countries.
  • Good business knowledge and working experience in accounting and financial reporting in Multilateral Development Banks (MDBs) or large financial institutions and associated Information Technology systems.
  • Experience with internal controls and business process concepts, and standard policies, procedures, guidelines, and reporting requirements in multilateral institutions.
  • Analytical and numerical skills, and organizational abilities in banking, financial institutions, or international and multilateral organizations.
  • Demonstrated team leadership in providing guidance on the delivery of outputs.
Qualification Requirements

• A University degree in in Accounting, Finance, Business Administration, or related fields, and with internationally recognized professional qualifications such as Certified Public Accountant (CPA)/Chartered Accountant (CA) or its equivalent.

Languages Required: • Written and verbal proficiency in English.

Languages Preferred:

Contract Duration: • an initial fixed term of three years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years

Work Modality: • outposted to our Resident Mission Office in Bangkok, Thailand
