Overview

The Principal Evaluator will conduct a terminal evaluation of the GCF-UNEP project “Large-scale Ecosystem-based Adaptation in The Gambia” to assess project performance and determine outcomes and impacts.

Tasks Summary
  • Conduct preliminary desk review and introductory interviews.
  • Draft the reconstructed Theory of Change of the project.
  • Prepare the evaluation framework, desk review and interview protocols.
  • Develop survey protocols and criteria for country/site selection.
  • Plan the evaluation schedule and prepare the Inception Report.
  • Conduct further desk review and in-depth interviews.
  • Conduct evaluation mission(s) to selected countries and visit project locations.
  • Report progress to the Evaluation Manager and Project/Task Manager.
  • Draft the Main Evaluation Report, liaise on comments, and finalize the report.
  • Prepare a Response to Comments annex and an Evaluation Brief.
  • Maintain positive relationships with evaluation stakeholders and communicate issues to the Evaluation Manager.
Experience Requirements
  • A minimum of seven (7) years of experience of technical / monitoring/ evaluation experience.
  • Experience with climate change adaptation projects is required.
  • A good/broad understanding of ecosystem-based adaptation is desirable.
  • Knowledge of the UN system and specifically the work of UNEP is desirable.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
