Overview

The Finance and Operations Analyst will provide financial, operational, and administrative support to the Danish Egyptian Dialogue Initiative (DEDI) programme, ensuring compliance with UNDP rules and enabling timely programme implementation.


Key Responsibilities
  • Prepare and maintain financial reports, forecasts, and delivery analysis.
  • Monitor project expenditures against budgets and ensure timely processing of payments.
  • Ensure financial transactions are authorized, recorded, and documented in UNDP systems.
  • Support budget preparation, revisions, and financial analysis.
  • Coordinate and support audits and financial reviews.
  • Support capacity-building for project staff and partners on financial procedures.
  • Monitor financial implementation by implementing partners.
  • Review partner financial reports and reconciliations.
  • Identify financial risks related to partner implementation.
  • Ensure timely and accurate financial reporting to donors.
  • Support financial inputs to annual reports and donor communications.
  • Provide ongoing financial guidance to implementing partners.
  • Support procurement and contracting processes.
  • Lead project management in Quantum, including procurement plans and e-requisitions.
  • Support recruitment, contracting, and administrative processes for vendors and consultants.
  • Coordinate logistical and administrative arrangements for project activities.
  • Maintain project files and documentation.
  • Provide general operational and administrative support.
  • Supervise a national UNV.
  • Contribute to knowledge building and knowledge sharing.
  • Identify training needs for project staff in finance and operations.
  • Organize and conduct training for project staff on financial management.
  • Assist in providing training and technical guidance on audit and compliance matters.
  • Synthesize lessons learned and best practices in finance and operations.
Required Experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project finance, operations, administration, procurement, or programme support.
  • Experience working with UN agencies, international organizations, NGOs, or donor-funded projects.
  • Experience supporting project budgets, financial tracking, procurement processes, and operational coordination.
  • Experience in project-based financial management and budget monitoring.
  • Experience coordinating with multiple teams and stakeholders in a fast-paced project environment.
  • Experience using MS Excel and standard office software.
  • Familiarity with UNDP or international donor financial and administrative rules, including development partners.
  • Experience with ERP-based financial systems (e.g. Quantum, Atlas, SAP, Oracle).
  • Experience working with implementing partners and diverse, multicultural teams.
  • Experience of IPSAS and/or IFRS.
Qualifications
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required.
  • Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
