Overview

The Gender Programme Specialist provides technical guidance and operational support for gender equality programming and projects across sectors, aligning with the Gender Action Plan. The role supports senior colleagues and management in advancing gender priorities and mainstreaming gender within UNICEF's country-level operations.

Tasks Summary
  • Provide technical guidance and operational support for gender equality programming.
  • Support the development, implementation, and monitoring of gender programming/projects.
  • Engage with sectors to mainstream gender and prioritize gender results.
  • Support cross-sectional collaboration and coordination on gender programmatic results.
  • Ensure gender results are defined, measured, and reported effectively.
  • Support assessment, research, evidence generation, and evaluation on gender programming.
  • Support review, assessment, planning, capacity building, and knowledge management on gender.
  • Support assessment and identification of gender needs for emergency preparedness and response.
  • Provide gender-relevant guidance and technical input on emergency programming.
  • Participate in Country Management Team and other key leadership teams.
  • Coordinate with Regional Gender Advisors and Headquarters Gender Section.
  • Participate in planning and monitoring of budget allocation for gender interventions.
  • Lead the gender component of routine country-level programme expenditure reporting.
  • Provide technical input and review on gender components in funding proposals and project designs.
  • Support evidence-based programme/project planning on gender with robust measurement and evaluation.
  • Provide technical leadership on integrating gender into country programming phases.
  • Identify areas of focus for gender programming/projects with greatest potential impact.
  • Incorporate sound gender indicators and measures in programme/project and policy initiatives.
  • Assist in developing gender-sensitive theories of change models.
  • Support indicator identification, measurement, and performance tracking for gender mainstreaming.
  • Support strengthening of data systems, collection, and accountability mechanisms for gender results.
  • Support high-quality reporting on gender results and biannual performance reviews.
  • Integrate data collection, tracking, analysis, and reporting on GAP indicators into M&E systems.
  • Support strengthening the quality of research and evidence building on gender programming.
  • Support planning and implementation of gender reviews and integration of recommendations.
  • Represent UNICEF in inter-agency coordination bodies and provide oversight of joint programmes.
  • Provide technical support and guidance to national government, NGOs, UN Agencies, and other partners on gender programming.
  • Support development of adequate emergency preparedness measures and contingency plans.
  • Support development and deployment of emergency training incorporating gender issues.
  • Participate in needs assessment missions on gender and deploy as part of Emergency Response Team.
  • Support implementing/operational partners for effective, gender-inclusive emergency response.
  • Liaise and consult with sections, government, and external partners to support convergence and develop partnerships.
  • Support building and maintenance of internal and external partnerships and networks.
  • Support building and maintenance of strategic alliances for gender equality.
  • Collaborate with other UN agencies and partners to enhance gender results in sectoral programmes.
  • Support mapping of potential new partnerships and leverage existing partnerships for GAP implementation.
  • Support documentation and sharing of country-level experiences and lessons learned.
  • Represent the gender section at network meetings and highlight best practices.
  • Bring best practices in gender programming and measurement to the attention of senior management and colleagues.
  • Support innovative research of senior gender staff.
  • Support Regional Gender Advisor in advancing technical and research capacity of country-level staff.
  • Support management and HR in developing systems, tools, and processes for gender-sensitive behaviors.
Experience Requirements
  • Minimum five years of progressively responsible professional experience.
  • Demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas of UNICEF’s Gender Action Plan.
  • Experience in designing, implementing, managing, and delivering results-based programmes/projects on gender and development or any other cross cutting programme, especially at country/field level.
  • Experience in emergency response is an asset.
  • Familiarity and work experience in the country/region of preferred placement also an asset.
Qualification Requirements
  • Advanced university degree (Masters or higher) in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.).
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Languages Required: Fluency in French is required.

Languages Preferred: Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language is an asset.
