Overview

The Regional Adviser (HIV/AIDS Prevention and Care) will provide technical guidance and policy advice to governments and civil society organizations in the region. The role supports the development, implementation, and evaluation of UNODC's HIV/AIDS programmatic areas related to people who use drugs and people in prison settings.


Key Responsibilities
  • Support the development of UNODC technical assistance activities for national partners in assessing the HIV and AIDS situation, developing prevention and care strategies, and adapting national policies.
  • Provide technical guidance on evidence-based drug use prevention, treatment, and care, including harm reduction and HIV prevention services for specific populations.
  • Support the adaptation, dissemination, and implementation of UNODC tools and guidelines on substance use disorder treatment.
  • Act as a resource person for capacity building strategies in HIV/AIDS prevention, treatment, care, and support.
  • Support, organize, and participate in advocacy meetings, workshops, and other relevant meetings.
  • Facilitate the establishment of Technical Working Groups for HIV/AIDS prevention, treatment, care, and support.
  • Support and participate in meetings and initiatives of inter-agency task forces and other relevant fora.
  • Review, analyze, and evaluate technical reports on HIV and AIDS prevention and care.
  • Review and participate in drafting regional and country programmes, project documents, and grant proposals.
  • Review, research, and compile material for technical reports and other documents.
  • Support UNODC HIV programme coordination, including budget and funding, programme/project preparation, and reporting.
  • Collect and analyze data to identify trends and provide insights for planning and decision-making.
  • Perform other work-related duties as assigned.
Required Experience
  • A minimum of five (5) years of professional experience in managing HIV/AIDS prevention and care programmes among people who inject drugs or people in prison settings at national and international levels is required.
  • Work experience in building successful partnerships and networking with a wide range of external partners and organizations is required.
  • Work experience in harm reduction, drug policy or related public health intervention is required.
  • Work experience in policy development, technical guidance, or formulation of evidence based programmatic recommendations is required.
  • Work experience in leading a team is desirable.
  • Experience in working with United Nations organizations or similar international organizations is desirable.
  • Experience in data analytics or related area is desirable.
Qualifications

An advanced university degree (Master’s degree or equivalent) in public health, social science or a relevant discipline is required. A first-level university degree in a similar field in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.
