Overview
The Programme Monitoring and Operations Specialist will provide integrated operational and programme support to the ECTAD portfolio, focusing on ensuring effective project delivery through coordinated planning, monitoring, and reporting across the full project life cycle.
Tasks Summary
- Collaborate with the ECTAD management team to facilitate seamless execution of projects.
- Contribute to the development of annual workplans and cost estimates.
- Regularly review and update travel, work, and procurement plans.
- Coordinate with technical teams to prepare, review, and update costed workplans and implementation timelines.
- Provide support for recruitment processes at project level.
- Prepare and submit annual and quarterly procurement, HR, and international travel plans.
- Provide administrative support for local and international travel arrangements.
- Facilitate collaboration between procurement units and technical teams in conducting technical evaluations of bids.
- Support monitoring of Letters of Agreement (LOAs) and contracts with service providers.
- Ensure information sharing and regular coordination with government counterparts, implementation partners, and UN agencies.
- Provide strategic input into briefing materials, programme strategy documents, presentations, and related reporting tools.
- Manage preparation and implementation of annual results-based workplans, budgets, and results frameworks.
- Review reporting requirements and ensure compliance with relevant logical frameworks.
- Support preparation of project-specific progress, monitoring, evaluation, and terminal reports.
- Support impact evaluation exercises.
- Support extraction of lessons learned, best practices, and development of case studies.
- Oversee information systems required for managing programme data and calculating output and impact indicators.
- Coordinate with technical teams to ensure timely submission of correctly formatted inputs for progress and M&E reporting.
- Perform other related duties as assigned.
Experience Requirements
- At least seven (7) years of relevant professional experience in field programme operations and management.
- Previous experience supporting field project management, operations, and results-based reporting.
- Record of successful implementation support to complex development and emergency programmes.
- Demonstrated capacity to manage multiple workflows independently while coordinating effectively with technical and operational teams.
- Demonstrated ability to perform effectively under minimal supervision.
Qualification Requirements
• Advanced university degree in business administration, public management, or another discipline relevant to FAO’s mandate.
