Overview

Reviews, prepares, analyses, and finalizes cost estimates and budget proposals for country Strategic budgets. Manages and monitors budget implementation and recommends reallocation of funds.

Tasks Summary
  • Reviews, prepares, analyses, and finalizes cost estimates and budget proposals for country Strategic budgets.
  • Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Manages and monitors budget implementation and recommends reallocation of funds.
  • Monitors expenditures to ensure they remain within authorized levels.
  • Performs validation of codes and budgets in purchase requisition (PR) and other accounting documents.
  • Monitors donor contributions and takes appropriate action.
  • Calculates project sustainability through revenue and cash forecasts.
  • Ensures Air ticket fee invoicing through cost recovery procedure.
  • Maintains effective controls and plans for sufficient liquidity.
  • Tracks receivables and debtor’s management.
  • Prepares donor proposals budget.
  • Processes payment of UNHAS related suppliers/vendors.
  • Posts invoices and receipts in Takeflite and WINGS and ensures reconciliation.
  • Closes open items on vendor and customer accounts.
  • Generates and reviews monthly Jet A1 fuel consumption reports.
  • Works closely with a procurement officer to ensure UNHAS procurements are done within timelines.
  • Ensures integrity of financial and management systems and controls.
  • Implements UNHAS finance audit findings/recommendations.
  • Supervises UNHAS Finance staff.
Experience Requirements

• At least one (1) year of professional experience with an Advanced University Degree OR a minimum of three (3) or more years of experience in finance, budgeting, planning, or other relevant fields.

Qualification Requirements
  • Advanced University degree in Business/Public Administration, Finance, Economics or other relevant fields relating to office management and administration.
  • OR First University Degree with additional years of relevant work experience and/or training/courses.
Other Details

Languages Required: • Fluent knowledge (proficiency/level C) of English and Somali language.

Languages Preferred: • Knowledge in humanitarian aviation activities and/or WFP field operations is desirable.
