Overview
Leads, develops, and maintains a Mine Action programme strategy and work plan, including resource mobilization. Provides guidance on conceptual and operational strategy development and oversees the delivery of activities.
Key Responsibilities
- Provides guidance to the Resident and Humanitarian Coordinator and Director of UNMAS on strategy development.
- Leads, develops, and maintains a Mine Action programme strategy, work plan, and resource mobilization strategy.
- Periodically reviews programme design for fit for purpose and value for money.
- Leads strategic planning and oversight of activity delivery.
- Serves as a key interlocutor with authorities on Mine Action matters and leads engagement with donors.
- Provides substantive input for position papers and reports for intergovernmental bodies.
- Contributes to reporting to donors and intergovernmental bodies on budget/programme performance.
- Ensures outputs maintain technical, safety, and quality standards, promotes gender mainstreaming and innovation.
- Prepares and develops inputs for the work programme, determining priorities and allocating resources.
- Carries out programmatic/administrative tasks for programme functioning.
- Fosters teamwork and communication among staff and provides technical advice to other UN entities and partners.
- Represents UNMAS at inter-agency meetings and provides expertise on Mine Action issues.
Required Experience
- A minimum of ten years of progressively responsible experience in project or programme management, administration, international relations, or related field is required.
- A minimum of five years of experience in the management of programmes and/or projects in the area of mine action, stabilization, or humanitarian response is required.
- A minimum of two years of direct experience engaging with senior government officials in a complex setting is required.
- At least two years experience in a mine action field programme is required.
- Experience in capacity building of national authorities and technical assistance is desirable.
- Experience in resource mobilization is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in business or public administration, management, international relations, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
