Overview
The Programme Management Officer will be responsible for project identification and development, supervision of project implementation, and managing ecosystem division knowledge and data. The role also involves contributing to UNEP and Global Environment Facility corporate tasks.
Tasks Summary
- Liaise with partners to identify project concepts.
- Advise project proponents on concept revisions.
- Monitor Global Environment Facility project milestones.
- Supervise and support Project Preparation Grant execution.
- Verify project proposals meet quality standards.
- Support executing partners in mobilizing Co-financing.
- Prepare project supervision plans and manage inception meetings.
- Provide oversight to project execution and prepare reports.
- Monitor project progress, performance, and reporting by executing partners.
- Inform management of risks and follow up on decisions.
- Maintain project documentation and assist with project revisions.
- Review project outputs and manage mid-term reviews and terminal evaluations.
- Ensure prompt financial closure of projects.
- Identify and codify lessons from project implementation.
- Ensure accuracy of project data in the information system.
- Contribute to data reconciliation exercises.
- Provide project information for outreach opportunities.
- Participate in events to disseminate project results.
- Contribute to Council document reviews.
- Represent Ecosystem Division in meetings.
- Provide input to policy and information documents.
- Provide input to evaluations and Management Action Record.
- Keep abreast of developments in technical field and develop competencies.
- Undertake learning activities annually.
- Prepare annual work plans.
- Collect and analyze data for insights and reporting.
- Perform other duties as required.
Experience Requirements
- A minimum of seven (7) years of progressively responsible experience in biodiversity and land degradation issues in African developing countries/ countries in transition is required.
- Experience with conceptualizing and developing projects and programmes in the ecosystems and biodiversity field is desirable.
- Experience working with the Global Environment Facility is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
Qualification Requirements
- Advanced university degree (Master’s degree or equivalent) in biodiversity sciences, environmental sciences, natural resource management, natural resource policy, environmental policy, environmental economics or a closely related field is required.
- A first level university degree in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
