Overview
The Civil Engineer will report to the Project Coordination Specialist and support technical studies, assessments, and the design and implementation of engineering interventions for GLOF risk reduction and Eco-DRR works.
Key Responsibilities
- Provide engineering input into site-specific feasibility and risk assessments.
- Review detail design on EcoDRR activities.
- Conduct field visits and prepare technical site reports.
- Develop knowledge management products on intervention applications.
- Oversee preparation and review of designs, technical specifications, BoQs, cost estimates, and technical drawings.
- Draft/review Terms of Reference and bidding documents.
- Support bid evaluations and selection of best bidder for engineering works.
- Ensure contract documents are thoroughly reviewed.
- Provide support and guidance on contract management and resolution of site-related issues.
- Supervise and inspect construction works.
- Conduct field visits, provide technical assistance, and recommend best-practice solutions.
- Ensure proper documentation for final handover.
- Ensure engineering designs, construction works, and infrastructure interventions are gender-responsive and socially inclusive.
- Incorporate universal design and accessibility standards.
- Engage with local communities during site selection, design, and implementation.
- Oversee EcoDRR infrastructural interventions, verifying quality.
- Certify completion and quality of works.
- Maintain construction records, compile periodic technical reports, and provide updates.
- Ensure project data and information are maintained transparently.
- Contribute to annual workplans and budgeting.
- Monitor progress of engineering works.
- Document lessons learned, good practices, and case studies.
- Maintain records and compile periodic reports.
- Assist in planning the annual program for EcoDRR activities.
- Review feasibility of project sites and incorporate adaptive management principles.
- Contribute to Environmental and Social Management Plans (ESMPs).
- Monitor contractors’ and User group’s compliance with safeguards.
- Ensure community and workers safety during construction.
- Work closely with GESI and environmental specialists.
- Organize and facilitate training, exposure visits, and other project activities.
- Develop guidelines and manuals for infrastructure sustainability.
- Ensure gender, disability and social inclusiveness is integrated throughout the construction process.
Required Experience
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of working experience at strategic level in civil engineering design and project management.
- Desired: Experience in computer applications like Microsoft (Word, Excel and Ppt).
- Desired: Working experience in civil engineering.
- Desired: Experience in hydrological and civil engineering design.
- Desired: Experience with infrastructure in fragile mountain environments.
- Desired: Experience using AutoCAD and related design tools.
- Desired: Experience in climate-resilient infrastructure design.
- Desired: Prior experience in disaster risk reduction or water resource management projects, with experience in glacial lake lowering.
- Desired: Experience with UNDP and GON procurement and contracting processes.
- Desired: Experience working with UNDP, GCF, or other donor-funded projects, particularly in climate change adaptation or disaster risk reduction.
- Desired: Experience in environmental and climate change issues in Nepal, including GLOFs, Eco-DRR, and early warning systems.
Qualifications
- Advanced University Degree (Master´s degree or equivalent) in Civil/Structural Engineering, or Water Resource Engineering or Construction Management other relevant discipline is required.
- A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.
