Overview
The Project Analyst (Finance and Operations) will provide support to the Project Manager, managing the financial and operational aspects of the project and ensuring efficient operations for timely achievement of project objectives.
Key Responsibilities
- Oversee comprehensive financial management, including yearly budgeting, Annual Work Plan analysis, and fund allocation.
- Track all disbursements and expenditures, ensuring adherence to the Project Document and approved AWPs.
- Review and ensure timely settlement of payments and claims, complying with UNDP and Government of Bangladesh rules.
- Lead financial audits and ensure full audit compliance.
- Monitor submission of financial reports to donors and review quality of reports to GoB stakeholders.
- Ensure full compliance with UNDP procurement rules, regulations, and policies.
- Monitor procurement items and packages in the yearly procurement plan.
- Ensure timely execution of all procurements.
- Manage contracts and ensure value for money.
- Coordinate HR team for project staff recruitment processes.
- Ensure compliance with corporate human resources management policies.
- Oversee and manage HR contracts for the project.
- Champion HR development activities and foster knowledge sharing.
- Ensure all necessary support services for program implementation and key events.
- Provide logistics support to project staff.
- Provide strategic administrative support for operational issues.
- Ensure optimal vehicle management and petty cash management.
- Supervise and coordinate the implementation of all operational activities.
- Lead the preparation of comprehensive annual reports for operational activities.
- Ensure full compliance of all project operations with UNDP and GoB rules, regulations, and policies.
- Contribute to knowledge building and sharing initiatives regarding management and operations.
Required Experience
Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of Finance and Operations in a national or international organization implementing development projects, and/or leading and managing projects.
Qualifications
- A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master´s) University Degree in Finance and/or Accounting is required.
- Or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
