Overview
Provide technical leadership and oversight for the design, implementation, monitoring, and quality assurance of WFP Uganda’s livelihoods and resilience portfolio. The role focuses on strengthening production systems, improving market linkages, advancing self-reliance pathways, supporting government capacity, and ensuring effective programme assurance.
Key Responsibilities
- Lead the design and refinement of integrated livelihoods and resilience programmes.
- Ensure programmes promote self-reliance, reduce long term dependency, and support progressive graduation from food/cash assistance.
- Oversee interventions that enhance productivity, post-harvest handling, and value addition.
- Promote climate smart agriculture, livelihood diversification, and asset creation.
- Facilitate strong market linkages between producers, aggregators, processors, traders, and financial service providers.
- Support food system development and value chain upgrading.
- Promote financial inclusion initiatives.
- Lead the development of self-reliance frameworks, graduation pathways, and transition strategies.
- Support the identification of households ready to transition from humanitarian assistance.
- Promote economic empowerment initiatives.
- Provide technical assistance and capacity building to government institutions.
- Strengthen government systems for livelihood planning, agricultural extension, market development, and disaster risk management.
- Ensure all livelihood interventions comply with WFP corporate policies, donor regulations, and national guidelines.
- Lead programme assurance, including field monitoring, partner performance reviews, risk management, and due diligence.
- Ensure mainstreaming of protection, gender, disability inclusion, environmental safeguards, and AAP in livelihoods programming.
- Work with RAM/MEAL teams to define indicators, data collection tools, and monitoring frameworks.
- Lead evidence generation on resilience, self-reliance outcomes, income changes, and graduation impacts.
- Document lessons learned, case studies, and best practices.
- Prepare timely reports, briefs, and inputs for donors, senior management, and partners.
- Strengthen coordination with government ministries, district authorities, UN agencies, NGOs, private sector and financial institutions.
- Represent WFP in technical working groups.
- Provide technical guidance and oversight to cooperating with partners.
- Contribute to the development of concept notes, proposals, donor engagement materials, and resource mobilization efforts.
- Perform any other duties required to support WFP Uganda’s livelihoods and resilience objectives.
Required Experience
- Minimum 7 years of relevant professional experience in livelihoods, agricultural development, market systems development, resilience building, or food systems.
- Experience working with refugee and host community programming.
- Experience working with government institutions and private sector actors.
- Experience contributing to or leading self reliance or graduation programming—an advantage
- Experience in programme assurance, partner oversight, and compliance is desirable.
Qualifications
- Advanced university degree in Agriculture, Agribusiness, Rural Development, Economics, Development Studies, Food Systems, or related field; OR
- First university degree with 3 additional years of relevant professional experience.
