Overview
The Programme Policy Officer (Reconciliations) will lead on data assurance for cash-based transfers and in-kind assistance, aiming to improve operational efficiency through data analysis and digital record management.
Key Responsibilities
- Lead on data assurance for cash-based transfers and in-kind, including reconciliation, de-duplication, anomalies, and fraud detection.
- Assist stakeholders with analyzing and validating business needs and establishing development priorities.
- Support in the identification of appropriate tools and methodologies and assist in designing standard operating procedures.
- Develop and maintain identity management dashboards for the country office.
- Conduct in-depth analysis and identify trends in data from targeting, registration, and distributions.
- Prepare agreements and track the progress of SCOPE services for partners.
- Support the implementation of the Enhanced in-kind module by developing dashboards for reconciliation.
- Proactively identify challenges regarding data collection and processing to suggest solutions.
- Review data analysis, sharing, and storage processes against data protection principles.
- Work closely with teams in regional bureaus and headquarters to ensure software solutions meet data analysis needs.
- Advocate and lead country and field office data literacy and awareness efforts.
- Build up national capacities in data analysis at the country office.
- Oversee and/or review the work of other support staff.
Required Experience
- For holders of a master’s degree, a minimum of five years of relevant post graduate professional international experience is required.
- For holders of a bachelor’s degree, a minimum of seven years such experience is required.
- Experience in analyzing, validating, and improving digital systems used for beneficiary and transfer management (e.g., SCOPE or similar platforms), preferably in international organization or development agencies and/or conducting financial risk analysis.
- Experience in supporting and implementing cash-based transfers programme in humanitarian or development contexts.
- Experience coordinating with multiple teams and supporting partner data needs with proven experience working with humanitarian programme data and ensuring data protection compliance.
- Experience working in emergency operations and/or hardship duty station is considered as an asset.
Qualifications
• Advanced university degree in Engineering, Computer Science, Economics, Statistics, Data science, or other relevant field, or First University degree with additional years of related work experience and/or training/courses
