Overview
The incumbent will manage the Logistics Cluster budget, track grant expenditures, and oversee the administration function of the unit. The role supports the Head of Funds Management in financial operations related to Logistics On Demand Services, Supply Chain, and Logistics Cluster funds.
Key Responsibilities
- Manage the Logistics Cluster budget, ensuring timely raising and liquidation of commitments.
- Track grant expenditures, ensuring timely extensions or certifications to adhere to donor conditions.
- Prepare monthly budget overview reports, indicating funds availability, shortfalls, and expenditure patterns.
- Alert the Coordinator of looming funding gaps and suggest ways to avert them.
- Provide funding for all valid commitments against Logistics Cluster.
- Ensure timely raising of Service Entry Sheets (SESs) and Good Receipt Notes (GRNs) in line with IPSAS.
- Ensure timely clearance of vendor payments.
- Oversee the administration function of the unit, including managing staff leave, danger pay, attendance, overtime claims, and other staff claims.
- Manage the inter-loans of relief items with Supply Chain.
- Prepare and review Supply Chain (SC) matrixes for cost recovery activities.
- Provide support with the management of the service provision budget.
- Manage utilization of service provision budgets by preparing monthly funds analysis reports.
- Support Supply Chain in negotiating budgets, preparing Pro-forma Invoices, Final Invoices, and Financial Reports.
- Assist in ensuring Service Level Agreements (SLAs) are valid and extended on time.
- Support Supply Chain in clearing customer accounts and following up on payments.
- Perform other tasks as required.
Required Experience
- A minimum of three years of post-graduate professional experience in an international context, in funds or grant management or finance, preferably in logistics response.
- Experience in managing the full lifecycle of fund allocations, including alert activation, proposal design and review technical due diligence, resource mobilization & fund tracker/dashboard, financial reporting to donor/partners, and closure is required.
- For a bachelor's degree holder, at least five years of above experience is required.
- Experience in supervising staff and building national staff capacity is required.
- Previous experience in the WFP WINGS platform, funds management and allocation are preferable.
- Experience in working for the emergency operations and/or hardship duty station is desirable.
Qualifications
University degree in Accounting, Finance, Economics, Supply Chain Management, Business Administration, Logistics, or other related field.
