Overview
The Associate Humanitarian Affairs Officer supports overall humanitarian coordination, emergency preparedness, and response in Ukraine. The role involves monitoring and analyzing the humanitarian situation, drafting reports, and facilitating coordination mechanisms.
Key Responsibilities
- Monitors, analyzes and reports on the humanitarian situation in Ukraine.
- Supports the development and implementation of a strategic approach to managing information around the humanitarian programme cycle.
- Provides secretariat support to coordination mechanisms.
- Supports the supervisor in strategic and operational coordination of the Humanitarian Response Plan for Ukraine.
- Collects and maintains primary data and information on the humanitarian situation.
- Supports strategic and operational decision-making by processing and analyzing data and information.
- Ensures the collection and analysis of best practices and lessons learned.
- Supports the implementation of the HNRP in Ukraine.
- Designs, develops and manages databases, spreadsheets, and other data tools.
- Prepares or contributes to the preparation of various written reports and information management products.
- Actively liaises with relevant national and provincial authorities and humanitarian partners.
- Tracks information required for early warning of potential humanitarian emergencies.
- Prepares briefing materials and presentations.
- Maintains a network of contacts among key partners and stakeholders.
- Provides frontline surge in response to new emergencies.
Required Experience
- A minimum of two (2) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or other related area is required.
- Experience in emergency situations (complex emergency or natural disaster) is desirable.
- Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
- Experience in quick context analysis, rapid field checks of humanitarian multi-sectoral needs, and consolidating inputs from relevant stakeholders, with further preparing of reports and information management products, is desirable.
- Experience in effective communication (and facilitation of discussion processes when needed) with humanitarian partners, clusters, authorities and other stakeholders to mobilize resources and/or engage in response is desirable.
Qualifications
Master’s degree or equivalent in political science, social science, international studies, public administration, economics, engineering, earth sciences or other related fields. Bachelor`s degree with 2 additional years of relevant experience can be accepted in lieu of Master’s degree.
