Overview

The Programme Policy Officer (Programme Enablers) will supervise teams, provide technical and strategic guidance, and lead cross-functional coordination to enable the design and implementation of the Country Strategic Plan activities.


Key Responsibilities
  • Supervise Cash-Based Transfers (CBT), Identity Management (IDM) and Operational Partnerships (OP) teams.
  • Provide technical and strategic guidance to CBT, IDM and OP teams.
  • Lead cross-functional coordination for CSP activity design and implementation.
  • Act as escalation point for Field Offices for complex query resolution.
  • Act as Data Protection Lead in Pemba Area Office.
  • Lead timely implementation of audit and oversight recommendations.
  • Provide guidance to the CBT Team and participate in the internal Cash Working Group.
  • Establish and maintain operational and strategic partnerships with external stakeholders.
  • Identify learning needs and develop training modules.
  • Analyze data to inform decision making and contribute to reporting.
  • Lead the elaboration of strategies and plans to operationalize CBT and IDM approaches.
  • Perform other tasks as needed.
Required Experience
  • At least 5 years of relevant postgraduate professional experience in humanitarian and/or development work with international organizations or equivalent private sector experience.
  • Field experience in emergency operations (especially if implemented through CBT), beneficiary data management, and cooperating partners management.
  • Actively supported and engaged in medium to large scale emergency operations.
  • Led or participated in programme implementation within a mid-size, moderately complex country or equivalent environment.
  • Experience working across programme and policy function, leading emergency as well as resilience building programmes, and initiatives to operationalize the humanitarian development and peace nexus.
  • Gained experience in field operations, preferably in hardship duty stations.
  • Led a mid-size to large team to ensure the effective delivery of objectives.
  • Experience working in collaboration with a diverse array of humanitarian actors.
  • Led a country/area office programme team or a component of a country office programme portfolio.
Qualifications

University degree preferably in a relevant field (international relations, management, business administration, Information Technology, humanitarian assistance, political science, or another relevant field) or relevant professional experience.
