Overview
Provide technical, operational, and coordination support to implement ADB's digital transformation agenda, focusing on digital operations and technical assistance in Sri Lanka and regional support across South Asia.
Key Responsibilities
- Support execution of ongoing and planned programs in Sri Lanka, including digital components of projects and TAs, procurement, contract management, and TOR preparation.
- Provide cross-country operational support to DIG programs in Bangladesh, Bhutan, India, Cambodia, and Maldives.
- Assist in the preparation and execution of regional TAs related to digital public infrastructure, AI readiness, and cybersecurity.
- Support DIG and SLRM in identifying new digital transformation opportunities and conducting background research.
- Act as a liaison for DIG with Sri Lankan government counterparts and coordinate with development partners.
- Help develop digital knowledge products and track trends relevant to Sri Lanka's digital transformation.
Required Experience
- At least 8 years work experience, with at least 3 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, data governance, or related areas.
- Experience supporting project implementation, procurement, and contract management for digital systems in a government or development context.
- Familiarity with digital sector challenges in Sri Lanka and/or South Asia.
- Experience assisting in the identification, processing, and implementation of public-sector projects and TAs.
- Experience supporting regional workstreams and collaborate with multiple country teams.
- Strong coordination skills, with experience working directly with government agencies.
Qualifications
A Bachelor's Degree in Public Sector Management, Computer Science, Information Technology, or Development Studies, preferably with advanced training.
