Overview
Provide technical, operational, and coordination support to implement ADB's digital transformation agenda, focusing on digital operations and technical assistance in Bangladesh, business development, and regional support.
Key Responsibilities
- Support execution of ongoing and planned programs in Bangladesh, including monitoring implementation, procurement, and contract management.
- Assist in preparing TORs, procurement packages, solution specifications, and evaluation reports.
- Contribute to missions as part of the digital technical team.
- Support DIG and BRM in identifying new digital transformation opportunities in Bangladesh.
- Conduct background research, mapping of government digital strategies, and stakeholder consultations.
- Assist in pipeline planning and prepare inputs for project concept notes and TA proposals.
- Contribute to donor coordination efforts and identify trust fund and cofinancing opportunities.
- Provide cross-country operational support to DIG programs across regions such as Bhutan, India, and Maldives.
- Support the preparation and execution of regional TAs related to digital public infrastructure, AI readiness, and cybersecurity.
- Support harmonization of regional digital priorities and ensure application of DIG guidance.
- Participate in regional digital missions.
- Act as a liaison for DIG with Bangladesh government counterparts.
- Support organization of consultations, workshops, trainings, and steering committee meetings.
- Coordinate with development partners and private-sector actors.
- Help develop digital knowledge products and case studies.
- Contribute to digital maturity assessments and mapping exercises.
- Help disseminate DIG knowledge resources.
- Track trends relevant to Cambodia's digital transformation.
- Ensure coordination between DIG-HQ, CARM, sector divisions, and SERD management.
- Prepare briefing notes, mission documents, talking points, and progress reports.
- Maintain updated analytical inputs on Cambodia's digital sector.
Required Experience
- At least 8 years work experience.
- At least 3 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, data governance, or related areas.
- Experience supporting project implementation, procurement, and contract management for digital systems in a government or development context.
- Familiarity with digital sector challenges in Bangladesh and/or South Asia.
- Experience assisting in the identification, processing, and implementation of public-sector projects and TAs.
- Experience supporting regional workstreams and collaborate with multiple country teams.
- Strong coordination skills, with experience working directly with government agencies.
Qualifications
• A Bachelor's Degree in Public Sector Management, Computer Science, Information Technology, or Development Studies, preferably with advanced training.
