Overview
The Senior Project Officer will lead portfolio management, project administration, budget preparation and monitoring, project processing activities related to loans and technical assistance (TA) projects, and knowledge management.
Key Responsibilities
- Contribute to and lead portfolio management activities, including developing and maintaining databases, preparing reports, and ensuring timely actions.
- Analyze portfolio performance and workload, providing guidance to team members.
- Coordinate with project administration teams.
- Contribute to and lead the analysis and review of mission reports, aide memoires, and progress reports.
- Monitor and review data accuracy for Project Performance Reports and analyze division projections and performance on contract awards/disbursement and project completion.
- Review loan, grant, and/or TA processing and administration documents.
- Support processing for preparation of documents, schedule monitoring, and quality assurance.
- Provide inputs and feedback to sector office and department initiatives.
- Ensure compliance with checklists for various financing instruments.
- Contribute to and lead project administration tasks, especially in procurement.
- Participate in project missions.
- Lead project processing missions when assigned.
- Lead preparation of annual portfolio management programs when assigned.
- Lead and contribute to the preparation of work program and budget resource requirements.
- Monitor budget utilization and deviations.
- Contribute to and lead knowledge management products and knowledge sharing when assigned.
- Perform other duties as assigned.
Required Experience
- At least 8 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
- At least 4 years of supervisory experience.
- Familiar with good industry practices and guidelines within area of expertise.
- Extensive understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
Qualifications
• Bachelor's degree in finance, business administration, public administration, or related disciplines; preferably with a Master's degree, or equivalent.
