Overview
The consultancy will provide national-level financial expertise and regulatory guidance to support the development of IOM’s blended finance mechanism for migrant households, focusing on gender-responsive climate action and non-farm livelihood activities for women from migrant families in Uzbekistan.
Key Responsibilities
- Conduct a rapid assessment to identify women from migrant households engaged in non-farm income-generating activities and analyze their adaptation to climate change, participation in value chains, and access to markets and financial services.
- Research the blended finance landscape in Uzbekistan, including regulatory frameworks, investment interests of migrants, priority sectors for climate action, potential partnerships with financial institutions, and financial instruments for climate adaptation.
- Facilitate three consultations with key stakeholders to gather feedback on the blended finance mechanism concept.
- Develop Consultation Reports documenting findings from each stakeholder consultation.
- Provide inputs for the development of a concept for an innovative or blended finance mechanism, including governance, implementation roadmap, and fundraising plan.
- Support the organization of promotional and networking events in Uzbekistan, including developing concept notes, agendas, materials, and delivering presentations.
Required Experience
- Minimum of 7 years of professional experience in consulting or financial institutions, with a track record in banking or microfinance.
- Familiarity with blended finance mechanisms, impact investing, climate finance instruments, and innovative financial structures.
- Demonstrated experience in conducting research (data collection and analysis).
- Demonstrated ability to design and facilitate multi-stakeholder consultations.
- Familiarity with Uzbekistan’s financial and investment regulatory environment, migration dynamics and/or climate vulnerabilities.
- Experience working with migrant communities and/or diaspora populations is an advantage.
- Experience integrating gender analysis into assessments, research, or program design is an advantage.
- Experience producing high-quality analytical reports and presentations.
- Previous experience working with or cooperating with UN agencies is an advantage.
Qualifications
- University degree in finance, economics, business administration, public policy, or a related field.
- A Master’s degree is preferred.
