Overview

Responsible for providing organizational analyses, establishment proposals, and job description drafts. Supervises workforce inputs into Functional Area Services.


Key Responsibilities
  • Develops and proposes Peacetime and Crisis Establishments, including structures, statements of functions, and job descriptions.
  • Develops and proposes workforce organization management policies and procedures.
  • Develops, tests, evaluates, and staffs new or revised organizational structures.
  • Assists in developing workforce budget requirements and resource allocations.
  • Administers Peacetime Establishment positions by planning and implementing a rolling 3-year review program of Job Descriptions.
  • Performs job analyses and aligns language proficiency levels, staff skills, and qualifications with organizational structures and Establishment staffing requirements.
  • Participates in Working Groups and Development Teams for various NATO Command Structure reviews and studies.
  • Member of the Land Operations Planning Group.
  • Participates in deliberate and operational planning and contingency and exercise operations.
Required Experience
  • Three years' experience in Workforce or Organization Development.
  • Trained to the appropriate level in APMS & ERT.
  • Experience working in a military headquarters/international organization (desirable).
  • Professional experience in the conduct of workforce surveys (desirable).
  • Experience with the application of performance management principles, process re-engineering, workflow process and organization structure analysis (desirable).
  • Knowledge of AAP-16 (NATO Workforce Policy) (desirable).
  • Experience with change management (desirable).
  • Seven years' experience in Workforce or Organization Development (desirable).
Qualifications
  • University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, human resources management, law, social sciences, or related field or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Qualified Project Manager with 3 years experience (desirable).

Remuneration
250,047.00 Turkish Lira (TRY) Monthly
