Overview

Serves as the GRSP lead representative and primary focal point for supporting the implementation of the Road Policing Capacity Building Programme at country and city levels. This role blends hands-on project implementation with substantive contributions to developing tools, analytical products, and expert capacity-building resources.


Key Responsibilities
  • Serve as the primary focal point for implementing GRSP road policing capacity‑building activities in designated countries and cities.
  • Develop detailed work plans and activity schedules for assigned locations.
  • Coordinate the operational work of Road Policing Consultants.
  • Maintain regular engagement with senior officers and leadership of road policing organizations and traffic agencies.
  • Design, plan, and coordinate the preparation and delivery of good‑practice workshops.
  • Collect, review, and analyse training reports.
  • Communicate and liaise with relevant BIGRS international and local partners.
  • Represent GRSP at meetings, events, and conferences.
  • Coordinate with GRSP/IFRC service providers to manage logistics.
  • Prepare and submit timely monthly, quarterly, and annual reports.
Required Experience

At least 6 years of professional experience in road policing organization. Experience in conducting training needs assessments, designing and developing training programs, and integrating operational knowledge about road policing tactics and interventions, principles of general and specific deterrence and evidence-based road policing tactics into curricula. Experience in reviewing training materials and evaluating programme effectiveness to inform continuous improvement and supporting train-the-trainer or internal training models. Experience in developing operational and instructional documents that support the professional and effective delivery of road policing capacity‑building activities. Experience in coordinating distributed teams and supporting team members operating across multiple geographic locations. Experience in working with government counterparts at national, sub‑national, or city/regional levels. Experience in engaging with media partners to strengthen public and institutional support for road policing initiatives.

Qualifications

Relevant professional or technical training (or equivalent experience) in an area related to capacity building, training, enforcement, road safety management
