Overview
The role is responsible for ensuring sustainable frameworks, tools, practices, processes, and capacities are maintained or established for accountable and evidence-driven humanitarian programming within National Societies. This involves reinforcing the PMER framework and strengthening the quality of PMER systems and functions.
Key Responsibilities
- Provide technical assistance and support for planning processes and quality plans.
- Support the development and implementation of M&E plans, including data collection methods and tools.
- Prepare, design, and implement surveys, reviews, and evaluations.
- Coordinate reporting activities, establish timetables, and ensure compliance with standards.
- Contribute to the accountability focus of PMER work and promote a culture of accountability.
- Support the cross-sharing of information and learning from operational monitoring and reviews.
- Build PMER capacity in National Societies, focusing on monitoring frameworks, reporting systems, and learning activities.
- Provide consecutive and simultaneous interpretation from English into Russian and vice versa.
- Provide written translation from English into Russian and vice versa of documents and materials.
- Draft minutes of operational meetings and coordinate with other translators.
Required Experience
- Minimum 3 years’ experience working in planning, monitoring, evaluation, and reporting.
- Background in data collection, management, analysis, and presentation methods and tools.
- Ability to set up systems and procedures for reliable data collection and management.
- Preferred: 3 years’ experience working for the RCRC Movement.
- Preferred: Experience working in an emergency response context.
Qualifications
- Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
- Preferred: Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience.
