Overview
The PMER Senior Officer supports the Norwegian Red Cross Country Office in strengthening results-based management across its humanitarian portfolio, leading efforts in planning, monitoring, evaluation, reporting, information management, and communications to enhance accountability and optimize humanitarian outcomes.
Key Responsibilities
- Coordinate donor applications and reports.
- Responsible for CO reporting, including tertial reports, annual reports and bulletins.
- Provide technical support for project design, monitoring, evaluation, and reporting.
- Conduct PMER capacity building for staff.
- Support staff in optimizing results-based management.
- Ensure quality assurance of monitoring data.
- Act as focal point for internal and external communications.
- Provide technical advice and mentorship to field team focal points.
- Ensure strategic use of PMER evidence and lessons learned.
- Compile quick results information products.
- Support MEAL processes including secondary data reviews and analysis.
- Participate in project meetings.
- Support coordination meetings with URCS PMER department.
- Cooperate with oblast level teams on documentation.
- Coordinate and implement data collection and analysis tools.
- Quality assure data in the Indicator Tracking Table (ITT) and in DHIS2.
- Monitor program performance against set indicators.
- Act as focal point for DHIS2 and extract data.
- Provide mentorship and guidance to project team and field staff.
- Support project team with monitoring visits.
- Facilitate knowledge building and management.
- Review quality of English products and support translations.
- Act as focal point for NoRC HQ communication teams.
- Ensure coherence and alignment between CO-level MEAL plan, donor requirements, and URCS reporting systems.
- Strengthen feedback loops between field-level monitoring and CO decision-making.
- Undertake regular field missions to URCS operational sites.
Required Experience
- Minimum 3 years of work experience within Monitoring, Evaluation, Reporting and Communications in humanitarian or development program.
- Proven experience supporting and engaging with humanitarian teams in complex emergency settings.
- Strong background in donor reporting and proposal development.
- Demonstrated expertise in planning and conducting needs assessments, outcome monitoring, and managing both quantitative and qualitative data collection and analysis.
- Proven experience as facilitator and training skills, with experience in delivering workshops and knowledge-sharing sessions.
- Familiarity with digital tools such as DHIS2, Kobo Toolbox, and Power BI.
- Proven experience and ability to provide technical guidance and capacity building on PMER to diverse teams, including field staff.
- Strong coordination skills with experience engaging multiple stakeholders across field, national, regional, and HQ levels.
- Experience and ability to link monitoring, evaluation, and learning to strategic decision-making and adaptive program management.
- Prior experience working within the Red Cross Red Crescent Movement is preferred.
Qualifications
University degree(s) at post-graduate level in relevant fields of study.
