Overview

The consultant will lead activities focused on institutionalizing recovery governance and coordination before disasters occur, aiming to enhance Armenia’s capacities for faster, more inclusive, and climate-resilient recovery.


Key Responsibilities
  • Review the Recovery Readiness Framework and Assessment Tool (RRFAT) and existing country reports, identifying how the RRFAT can be adapted to the Armenian context.
  • Conduct stakeholder mapping and initial consultations with government institutions, the UN Country Team, and development partners.
  • Develop a comprehensive, context-adapted workplan for applying the RRFAT in Armenia.
  • Consult with key counterparts on the work plan.
  • Oversee the application of the RRFAT in Armenia.
  • Solicit input to the draft Recovery Readiness Assessment through consultations and interviews.
  • Finalize the Recovery Readiness Assessment and prepare materials for a validation workshop.
  • Develop a final Recovery Readiness Assessment report and a prioritized Recovery Readiness Roadmap.
Required Experience

At least five (5) years of professional experience in public policy development, disaster risk management, or related fields is required. Experience in conducting stakeholder consultations, policy or institutional analysis, and coordinating with government, development partners, and the private sector actors is desirable. Experience in developing and implementing business continuity plans, and resilience strategies is desirable.

Qualifications

An advanced university degree (master’s degree or equivalent) in disaster risk reduction, climate change adaptation, public policy, economics, finance, international relations, or related area is required. First-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
