Overview

Legal Officer reports to the Senior Legal Officer (Dispute Tribunal) and provides substantive, technical, and administrative support to the Registrar and Judge of the UNRWA Dispute Tribunal.


Key Responsibilities
  • - Analyses party submissions, identifies critical factual and legal issues, and drafts Judgments, Orders and briefing notes.
  • - Provides substantive, technical and administrative support to the Registrar and Judge of the UNRWA Dispute Tribunal.
  • - Reviews submissions to the Tribunal to ensure they meet procedural requirements and identify cases amenable to informal resolution.
  • - Provides legal and ad hoc advice on diverse substantive and procedural questions and emerging issues.
  • - Conducts legal research and provides detailed analysis of cases and jurisprudence.
  • - Assists in the management of large, consolidated cases.
  • - Assists in tracking data and preparing reports on the work of the Tribunal.
  • - Assists the Registrar and Senior Legal Officer in the supervision and guidance of legal consultants.
Required Experience

At least five years of relevant work experience as a lawyer in the United Nations, other international organizations, government service, the commercial/private sector, or NGO is required. Extensive experience in legal drafting and analyzing jurisprudence in English is required. Unless already serving as an international staff member in the UN Common System, at least one continuous year of relevant international experience outside UNRWA and outside the country(s) of citizenship. Experience in litigation, including drafting judicial submissions or issuances is desirable. Experience in administrative or employment law, including disciplinary and neutrality matters is desirable. Experience interpreting and applying the UN and/or UNRWA regulatory framework and the jurisprudence of the United Nations Appeals Tribunal is desirable. Experience working in or before an administrative dispute tribunal of an international organization is desirable. Experience working on large, complex cases, such as class actions or cases with voluminous evidentiary records is desirable.

Qualifications

Advanced university degree (master’s or equivalent) from an accredited educational institution in law or related field. A first-level university degree together with admission to practice law in a recognized jurisdiction and an additional two years of relevant experience may be considered in lieu of an advanced university degree.
