The Procurement Senior Officer role is strategic and vital for ensuring efficient and compliant procurement processes that align with international best practices and organizational standards, contributing to the transformation of public funds into real impact.


Key Responsibilities
  • Execute procurement activities in accordance with UNOPS rules, regulations, policies, and strategic frameworks.
  • Maintain a client-centered procurement management system with effective internal controls.
  • Collaborate with project managers to review procurement plans and develop appropriate strategies incorporating sustainability and value-for-money principles.
  • Implement or support all phases of the procurement cycle, including strategic planning, pre-procurement, requirements definition, sourcing, solicitation, submission management, evaluation, review, award, post-procurement, contract finalization, and contract management, logistics.
  • Develop and manage vendor rosters.
  • Prepare procurement plans on time and as planned.
  • Oversee the implementation of procurement plans for alignment with project timelines and strategic objectives.
  • Review and validate requirements to ensure clarity, completeness, and contracting suitability.
  • Follow guidelines for integrating sustainability into the entire procurement process.
  • Coordinate the solicitation process from beginning to end, including RFQs, ITBs, and RFPs, in accordance with UNOPS policies.
  • Coordinate the receipt and evaluation of quotations, bids, and proposals.
  • Participate in the negotiation of contract terms and conditions in full compliance with UNOPS rules and regulations.
  • Prepare submissions to Contract and Property Committees (CPCs).
  • Enter and update vendor information in the UNOPS ERP system: oneUNOPS (oU).
  • Oversee contractor performance and certify work completed for compliance with contractual terms and payment.
  • Provide advice, corrective measures, or solutions to project managers on procurement issues.
  • Draft Long-Term Agreements (LTAs) and/or service or works contracts and other instruments as needed, and create Purchase Orders (POs) in the ERP system.
  • Utilize the e-sourcing module in accordance with the objectives and standards set by the Procurement Group.
  • Organize, facilitate, or deliver training and learning initiatives for procurement staff.
  • Provide robust contributions to knowledge networks and communities of practice by synthesizing lessons learned and disseminating best practices in procurement.
  • Collect and productively utilize internal feedback, ideas, and insights on processes and best practices.
Required Experience
  • Required: Relevant experience in advising and implementing policies and procedures to deliver a variety of complex procurement programs and strategies within international/multinational organizations or related areas.
  • Proven experience in developing and leading international public bidding processes in health, infrastructure, and/or technology.
  • Experience in using collaboration and productivity tools (e.g., MS Office, G-Suite, etc.) and/or web-based management systems.
  • Desirable: Experience working in multicultural environments or UN system organizations in a developing country.
  • Desirable: Experience in development or humanitarian contexts.
Qualifications
  • Required: Bachelor's degree (or equivalent) in any discipline with 4 years of relevant experience OR Master's degree (or equivalent) in any discipline with 2 years of relevant experience.
  • Desirable: A globally or nationally recognized professional certification or membership (e.g., CIPS).
