Overview
The Financial Management Specialist will provide fiduciary assurance for World Bank-financed operations in Sierra Leone, offering financial management expertise and support to projects and programs.
Key Responsibilities
- Ensure compliance of World Bank-financed operations with FM policies and procedures.
- Act as ADM FMS for operations throughout the project/program cycle.
- Work as a core member of individual project teams and the Institutions team.
- Provide support and guidance on systemic issues.
- Generate and exchange knowledge relating to FM issues.
- Monitor resolution of exceptions and implement capacity-building plans.
- Contribute to analytical work and technical assistance in public financial management, corporate financial reporting, and State-owned Enterprises governance.
- Conduct assessments of FM country systems and capacity.
- Participate in identification, preparation, appraisal, and negotiations missions.
- Assign project FM risk and propose FM implementation arrangements.
- Prepare FMS contributions to PCN and PAD.
- Review implementation of internal controls and financial reporting systems.
- Review and approve ToR of Financial Officers and advise on competency.
- Review performance of PIU Finance Officers and advise on contract renewal.
- Review ToR for auditors and review selection.
- Provide training and capacity-building support.
- Communicate and collaborate with project teams, government counterparts, and stakeholders.
- Ensure timely execution and documentation of payments and recruitment of external auditors.
- Monitor and report on financial performance and assess FM risks.
- Participate in Implementation Support missions and contribute to Aides Memoires.
- Contribute to ISRs and update FM performance and risk ratings.
- Review IFRs, Statements of Expenditure, and audited annual financial statements.
- Participate in Country Portfolio Reviews.
Required Experience
At least 5 years of relevant experience in financial management of recipient-executed operations in the World Bank, other international development organizations, or governments; or as an accountant or auditor in the private sector or public administration.
Qualifications
- Master’s degree in Accounting, Finance, Business Administration, or a related field.
- Professional accounting qualification (e.g., CPA, ACCA) – membership in a recognized professional accountancy organization which has a status of full IFAC membership.
