Overview
Support technically and operationally the planning, implementation, monitoring, and capitalization of Foundational Learning and Teaching at the Right Level (FLN/TaRL) and FEFFI interventions, in close collaboration with national and local actors of the education system.
Key Responsibilities
- Support data collection, analysis, and updating related to foundational learning to inform situation analyses and educational program planning.
- Contribute to identifying programmatic priorities and operationalizing FLN/TaRL interventions in line with national education policies and the Country Cooperation Programme.
- Support the preparation of technical and programmatic documents (concept notes, work plans, operational tools).
- Participate in technical and programmatic meetings with UNICEF teams and partners.
- Support the implementation of FLN/TaRL and FEFFI interventions at national and decentralized levels.
- Contribute to the use of monitoring tools and performance indicators for foundational learning.
- Participate in field monitoring missions, joint supervisions, and programmatic reviews.
- Contribute to the compilation and analysis of data and the preparation of technical and periodic reports.
- Provide close technical support to Ministry of National Education (MEN) cadres, teachers, FEFFIs, and NGO partners for the appropriation of FLN/TaRL approaches.
- Support the dissemination and use of pedagogical tools, guides, and technical materials.
- Participate in sector coordination frameworks at national and regional levels.
- Support partnerships, communication, and advocacy.
- Support the maintenance of functional relationships with institutional, technical, and community partners.
- Contribute to communication and advocacy actions highlighting FLN/TaRL results and good practices.
- Participate in technical working groups and coordination platforms for foundational learning.
- Support the organization of capacity building activities (training, coaching, accompaniment) for educational actors.
- Contribute to the documentation and capitalization of experiences and lessons learned.
- Support the introduction of innovations adapted to the national context for the improvement of learning.
Required Experience
- At least 7 years of relevant experience in the education sector, particularly in improving foundational learning, teacher training, or monitoring educational programs.
- Experience working with decentralized MEN structures, schools, and/or communities (FEFFI) is desired.
- Experience with FLN/TaRL, FEFFI approaches, or similar programs is an asset.
- Good knowledge of the Malagasy education system and its challenges.
- Skills in monitoring, reporting, data analysis, and capitalization.
- Ability to work in a team, with multiple partners, and in a decentralized environment.
- Solid communication, facilitation, and capacity building skills.
- Proficiency in common office tools: Word, Excel, PowerPoint, as well as good ease in searching and navigating the Internet.
Qualifications
Master's degree in educational sciences, pedagogy, social sciences, international development, or a related field.
