Overview

The Infrastructure Engineer will be responsible for assessing the feasibility and progress of infrastructure interventions, developing technical design documents, and providing technical assistance and oversight to national institutions.


Key Responsibilities
  • Conduct field visits and recommend solutions for project implementation and contracts management.
  • Prepare/review budget estimates and Terms of References for detailed design.
  • Coordinate works, oversee construction, and supervise contractors.
  • Submit timely progress reports.
  • Prepare technical and detailed construction designs, costing, and workplans.
  • Provide oversight of construction work, including quality and quantity of materials.
  • Certify construction is done in accordance with agreed methodology and best practices.
  • Review and refine technical documentation and specifications.
  • Develop an “Infrastructure Owner’s Manual”.
  • Review adherence to warranty provisions.
  • Ensure technical documentation is maintained.
  • Sign off on final handover documentation.
  • Negotiate modifications with architects and engineers.
  • Determine and ensure necessary development applications/construction permits are obtained.
  • Ensure contractor fulfillment of contract requirements.
  • Provide technical assistance in establishing minimum standards for construction.
  • Develop technical project and tender documentation.
  • Ensure supporting documentation is in place prior to tender issuance.
  • Participate in bid evaluation and selection of bidders.
  • Analyse measures, quantities, and descriptions in offers.
  • Analyse and review offered unit rates against cost estimates.
  • Provide technical assistance and quality assurance services.
  • Provide technical support to national institutions, contractors, and stakeholders.
  • Prepare and review guidance and technical documents.
  • Strengthen national and local capacities through training and information sharing.
  • Promote awareness-raising on standards and guidelines.
  • Train, coach, and mentor national institutions and stakeholders.
  • Support PMU in maintaining good relationships and resolving issues.
Required Experience
  • Minimum 7 years of relevant professional experience in infrastructure or civil works projects.
  • Experience in technical design review, preparation/review of cost estimates and Bills of Quantities (BoQs), construction supervision, quality control, contractor coordination, reporting and handover of works.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and web based management systems, with advanced knowledge of spreadsheet and database packages.
  • Knowledge of procurement, tendering and contracting regulations and requirements is desirable.
  • Background or experience in UNDP procurement procedures is highly desirable.
  • Qualifications and experience in coastal engineering is an asset.
  • Working experience in Pacific Island Countries or Small Island Developing States (SIDS) is an asset.
  • Previous experience working with UNDP or other UN organizations is desired.
  • Experience working with community based projects and government institutions is desired.
  • Experience in capacity building of multiple stakeholders, especially related to operation and maintenance and land use planning, is desired.
Qualifications

Bachelor's degree in Coastal Engineering, Civil Engineering or related field is required.
