Overview
The Partnership Officer will strengthen collaboration between the UN and the Government of the Republic of South Sudan to ensure coherent and efficient procedures for UN entities and partners regarding privileges, immunities, and tax exemptions, and to support the UN@80 agenda.
Key Responsibilities
- Serve as the primary technical focal point supporting the UN Joint Committee on Privileges and Immunities.
- Facilitate regular and ad hoc Committee meetings, including preparation of agendas, background materials, minutes, and follow up actions.
- Support implementation of recommendations from the Joint UN/GRSS Technical Workshop on Privileges and Immunities.
- Support identification and resolution of operational challenges related to the implementation of privileges and immunities for UN entities.
- Facilitate submission, tracking, and timely processing of UN tax exemption requests with relevant GRSS offices.
- Coordinate expedited handling of requests during emergencies.
- Promote awareness among GRSS officials, judicial bodies, security actors, and UN staff on international legal instruments governing UN privileges and immunities.
- Organize and support workshops, seminars, and roundtable discussions with stakeholders.
- Receive and follow up on concerns raised by GRSS regarding potential breaches of privileges and immunities.
- Promote adherence to relevant international and national standards and technical regulations.
- Prepare regular reports, briefs, and analytical updates for the Head of the RCO.
- Provide implementation support to the OMT / UNCT on UN@80 efficiency agenda.
- Undertake mapping and data analysis to support common services and Backoffice.
- Support OMT/PMT alignment and implementation.
Required Experience
Progressively responsible experience in government liaison, international organizations, partnerships, or related areas is required. Experience with privileges and immunities procedures or government engagement is desirable. Experience in the UN system is desirable.
Qualifications
Advanced university degree (master’s or equivalent) in international relations, political science, public administration, law, or related field. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced degree.
