Overview
Supports the effective management of the CSC budget and payroll for UNICEF staff in Rome, providing technical guidance and oversight to finance staff. The role involves supervisory responsibility.
Key Responsibilities
- Support Financial Planning and Management: Ensure internal controls, update Table of Authority, maintain database, submit IRC requests, analyze budget expenditures, monitor charge back costs, reconcile advances and General Ledger accounts, review transactions for risks, prepare monthly and year-end financial closure, contribute to finance reports.
- Payroll management: Coordinate with GSSC, analyze funding reports, prepare and reconcile payroll deductions, respond to payroll queries.
- People Management: Support feedback and performance management.
- Service Delivery: Supervise unit service delivery for finance-related cases, coordinate with colleagues, develop client relationships, inform supervisor of potential problems.
- Knowledge and capacity building: Identify training needs, develop learning plans, conduct training sessions, organize capacity-building events.
- Acts as Officer-in-Charge in the absence of Administrative and Finance Specialist.
- Perform other duties as required.
Required Experience
- A minimum of 7 years of progressively responsible experience in general accounting, finance and business administration is required.
- Experience working with Microsoft Excel spreadsheets, SharePoint and PowerPoint is required.
- Previous supervisory experience is an asset.
- Experience working with ERP systems, in particular SAP is required.
- Experience in working in a multi-cultural environment is an asset.
- Prior experience in the development sector or UN system/ international NGOs is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian context is an asset.
Qualifications
- Completion of secondary education is required.
- A university degree in Accounting, Finance or Business Administration is an asset.
- A professional qualification (i.e., CPA, ACA, ACCA, CIMA etc.) from a professional accounting body would be highly desirable.
