Overview

Consultant to support the Grant Operations, Portfolio Management and M&E team of the Pandemic Fund Secretariat in managing its investment portfolio and ensuring timely delivery of high-quality results.


Key Responsibilities
  • Contributing to regular portfolio monitoring and the preparation of portfolio progress reports for the Board, based on information from Implementing Entities/project partners;
  • Conducting portfolio and project level analysis and providing inputs for the mid-term review/evaluation of the Pandemic Fund;
  • Providing guidance to Implementing Entities/project partners on the Pandemic Fund’s processes and requirements as approved by the Governing Board, to facilitate smooth implementation of projects;
  • Supporting meetings of the Governing Board and facilitating the Governing Board’s decision-making on operational matters;
  • Reviewing and analyzing project change requests, as per the Pandemic Fund’s policies and preparing change request packages for Secretariat, TAP and Board review/decisions;
  • Contributing to the preparation of results analysis and stories (writing, editing) on Pandemic Fund-supported projects for the Board and wider dissemination;
  • Supporting the review of key operational policy documents, as needed;
  • Supporting the development of Calls for Proposals/funding rounds, as needed, receiving and screening Funding Proposals from Implementing Entities to ensure completeness and consistency with requirements;
  • Providing inputs to the updating of relevant electronic portals;
  • Performing any other functions as may be necessary for facilitation of the operations of the Pandemic Fund.
Required Experience

A minimum of five (5) years of relevant operational experience working on program management, with a focus on global health and especially topics related to pandemic prevention, preparedness and response. Demonstrated understanding of the global health finance landscape, complementarities among different institutions engaged in this space, and an ability to apply this knowledge to work effectively both within the Bank and across organizational boundaries. Proven track record of driving impactful initiatives in the public health domain. Experience in program and project management and reporting. Proven track record of stakeholder engagement and management. Strong integrative thinking and ability to support teams, internally and externally, in developing an integrated point of view around challenges, as they arise. Ability to seek out, collate and synthesize inputs from across sectoral, thematic, and organizational boundaries. Commitment to teamwork and demonstrated willingness to provide help and support to others in a dynamic environment. Strong personal organization skills and a demonstrated ability to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results. Strong interpersonal skills and demonstrated ability to work with internal and external partners at all levels, in a multicultural and multinational environment.

Qualifications

Master’s degree in a relevant discipline.
