Overview

The World Bank seeks an Extended Term Consultant (ETC) to support the Country Management Unit (CMU) in South Sudan with strategic communications, external affairs, and operational support. The role involves developing and executing communication strategies, managing digital presence, and assisting with pipeline and portfolio management.


Key Responsibilities
  • Develop and execute a country communications strategy and annual plan.
  • Manage country and CMU web presence and social media.
  • Design and run multi-channel campaigns.
  • Build coalitions with government, CSOs, media, private sector, and development partners.
  • Draft speeches, press releases, talking points, and op-eds.
  • Provide updates, staff briefings, and knowledge for the CMU.
  • Build and maintain media relations.
  • Ensure compliance with the Access to Information (ATI) policy and WBG brand/visual identity standards.
  • Conduct stakeholder mapping and implement inclusive engagement plans.
  • Monitor for and maintain an issues/risk register.
  • Support project preparation and implementation to embed communications.
  • Review and advise on documents for clarity, accessibility, and ATI alignment.
  • Design and facilitate inclusive consultations.
  • Carry out reporting on results from WBG-financed activities.
  • Track media coverage and provide analytic notes.
  • Align with UN agencies, bilaterals, regional bodies, and implementing partners on joint communications.
  • Coordinate with operational teams to review implementation readiness of projects.
  • Monitor key pipeline milestones.
  • Monitor project portfolio and operational performance, quality and trends.
  • Analyze portfolio data and provide inputs for CMU deliverables.
  • Contribute to the review of operational documents for compliance.
  • Support the conduct of portfolio reviews.
Required Experience
  • 5+ years of relevant experience in communications, journalism, international development, economics, public policy, political science, business administration, or related field (with Master’s degree).
  • 7+ years of relevant experience in communications, journalism, international development, economics, public policy, political science, business administration, or related field (with Bachelor’s degree).
  • Demonstrated ability to translate complex development topics into clear, compelling content for diverse audiences.
  • Strong track record in media relations, stakeholder engagement, and digital communications.
  • FCV experience is a strong asset.
  • Experience supporting development operations (project preparation/implementation, citizen engagement, and/or ESF-related stakeholder engagement) preferred.
  • Solid understanding of South Sudan’s socio-political landscape and stakeholder ecosystem.
  • Proven ability to handle sensitive/confidential information with sound judgment.
  • Ability to manage multiple parallel tasks under tight deadlines.
  • Data-driven approach to communications with experience tracking and reporting performance metrics.
Qualifications

•Master’s degree and/or 5+ years of relevant experience or Bachelor’s degree and/or 7+ years of relevant experience in communications, journalism, international development, economics, public policy, political science, business administration, or related field.

Work Modality
Primarily within South Sudan to support operational engagements, field missions, and stakeholder activities; occasional regional travel may be required, subject to WBG security protocols.
