Overview
The role involves supporting client countries in designing and implementing digital transformation strategies and policies, providing technical expertise on digital transformation issues, and supporting operational work across digital areas.
Key Responsibilities
- Contribute to advising and supporting client countries in the design and implementation of digital transformation strategies and policies.
- Provide technical expertise and inputs on policy and regulatory issues around digital transformation.
- Support the implementation of operational work across digital areas.
- Support project and program development, involving digital infrastructure, digital government, shared platforms and integrated digital solutions and the digital economy ecosystem.
- Provide technical support and inputs to practice group colleagues and government clients in areas of digital solutions.
Required Experience
- Minimum of 5 years of experience ICT / Digital Economy project design and implementation, with focus on data infrastructure platforms and services (using AI) or an equivalent combination of education and experience.
- Experience on cybersecurity programs, design and supervision as well as experience in EU-aligned standards and regulations.
- Experience in digital infrastructure policies, strategies, institutions, and regulations and track record of engagement with a wide range of digital infrastructure and digital development sector institutions, and/or experience in digital public infrastructure and digitally-enabled innovation.
- Strong understanding of program management relating to digital government, shared platforms and integrated digital solutions for investments and projects, including creative/ICT and digital sector including digital mainstreaming in the full range of specific sectors.
- Any experience on building and using Generative AI tools for policy decision making and development would be a plus.
- Strong client engagement skills.
- Previous experience in preparation and implementation of World Bank Group projects or donor funded project in Government organizations would be an advantage.
Qualifications
Master degree or equivalent in telecommunications, IT, cybersecurity, engineering, computer science, public policy or related field.
