Overview
The National Finance Officer will support and coordinate budgetary and financial functions for the Burundi Country Office and its Sub-Offices, ensuring financial management and accountability for all projects.
Key Responsibilities
- Assist with monitoring and oversight of financial management for all project activities, including expenditures and accountability.
- Assist with financial analysis and report interpretation.
- Draft Donor Financial reports for review.
- Assist with the preparation and timely submission of implementation plans with required budgets, human resources, and financial progress reports.
- Conduct financial forecasting and monitor project commitments.
- Participate in the establishment of a project-level budget monitoring and reporting system.
- Ensure accuracy of supporting documents.
- Respond to queries with respect to financial aspects of the programme.
- Liaise with appointed and external auditors.
- Ensure vendor, customer and GL accounts are cleared in a timely manner.
- Undertake quality control checks on monthly accounts and bank reconciliations.
- Supervise, train and provide guidance to Finance Admin Assistants.
- Monitor day-to-day staff responsibilities and plan work accordingly.
- Respond timely to ad hoc requests for information, statistics, cost estimates and budgets.
- Review existing systems and procedures and recommend improvements.
- Liaise with PMs and Procurement Officer in organizing and following up on various trainings and purchases.
- Review and process payments ensuring accuracy and compliance.
- Create and maintain files for all relevant documents.
- Liaise with Admin & Finance Officer and HR Unit to ensure correct salary allocation to projects.
- Monitor the settlement of travel claims.
- Contribute to capacity building of Implementing Partners on policy procedural compliance.
- Maintain inventory/bookkeeping of records of projects deliverables, documents, files, equipment and materials.
- Coordinate financial responsibilities with IOM-HQ Geneva, MAC, PAC Brussels, Regional Offices Nairobi and Cairo and other IOM missions.
- Perform any other duties as may be assigned.
Required Experience
- Minimum of two years of professional working experience in the area of Accounting and Finance.
- Relevant professional experience managing staff.
- Knowledge of IOM or UN accounting systems, software and procedures.
- Experience in Business Administration, Office Management, Human Resources or other related fields will be an asset.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Knowledge of IOM/UN accounting system, software and procedures, Common System regulations, policies and procedures are a distinct advantage.
- Familiarity with financial oversight and public administration is an advantage.
Qualifications
• University degree in Accounting and Finance, Administration or equivalent.
