Overview
The Programme Management Officer will implement and coordinate projects related to sustainable energy finance, including the Mediterranean Investment Sustainable Energy Facility (MISEF) and its successor project, Accelerating Capital for Clean Energy and Sustainable Solutions (ACCESS). The role involves project management, partner coordination, reporting, and supporting new project development and fundraising.
Key Responsibilities
- Implement and coordinate MISEF/3DEN project activities.
- Manage project procedures and ensure compliance with UN Environment project management processes.
- Support the selection and relationship management of implementing partners.
- Prepare and review project reports for donors and internal management.
- Supervise contracted activities of implementing partners and consultants.
- Draft Terms of References and negotiate legal agreements with partners.
- Monitor the quality, timeliness, and relevance of project outputs.
- Support the development of new project concepts and fundraising activities.
- Support resource mobilization for existing and future projects.
Required Experience
- Minimum five (5) years of international experience in sustainable energy finance, with a focus on developing country contexts.
- Experience in leading digitalization projects for urban energy and agriculture systems.
- Minimum five (5) years of project management experience in Sub-Saharan Africa, Middle East and North Africa, South Asia, Latin America, and Central Asia.
- Experience in designing business models or incentive mechanisms to support clean energy investments in developing countries.
- Successful track record engaging on clean energy finance projects for Environment and Energy Security.
- Prior experience with UNEP technical partners, Basel Agency for Sustainable Energy (BASE) and Renewable Energy Policy Network for the 21st Century (REN21).
- Experience in leading multidisciplinary teams, including intra-UN collaboration and consultant coordination, with direct involvement in Green Climate Fund (GCF) proposals and readiness activities is desirable.
- Strong background in stakeholder engagement, including leading workshops and building partnerships with governments, financial institutions, and international organizations is desirable.
- Experience in project oversight, including budget management, donor reporting, and partnership development and coordination is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
Qualifications
- Advanced university degree (master's degree or equivalent) in economic policy, including specialization in energy is required.
- A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
