Overview

Provide advanced analytical and technical support to Poverty and Social Analysis (PSA) and Disability Inclusion (DI) teams, and serve as the division focal for data management and analytics.


Key Responsibilities
  • Provide technical guidance and support through the PSA to ensure poverty and inclusion and DI in ADB-financed operations.
  • Provide operational support to the sector groups and regional departments in identifying and addressing key social development, poverty and DI concerns in country strategies and projects/programs.
  • Monitor the achievement of Corporate Results Framework targets and indicators for poverty reduction and inclusiveness and DI.
  • Validate poverty classifications and contribute to corporate reports and analyses on poverty reduction and inclusion and DI.
  • Design, process, and administer technical assistance programs, knowledge solutions and services, and capacity development.
  • As CCFE focal for data management and analytics, provide centralized support for data compilation, quality assurance, and analytics for all division units and teams.
  • Lead the development, management, and updating of an integrated and centralized data management system for the division.
  • Support the division's efforts to explore and secure new data sources (e.g., Earth observation, remote sensing, mobile data, and citizen-generated data) and data services; and
  • Propose new areas of research, analysis, and knowledge products.
Required Experience
  • At least 6 years work experience in international development work, preferably with a focus on poverty analytics and in FCAS and SIDS contexts, with expertise on relevant topics such as social inclusion, social dimensions of infrastructure, citizen engagement, community driven development, social dimensions of climate change, youth, disability, and migrants.
  • International experience working in several countries.
  • Demonstrated capabilities with designing, developing, and managing databases and with data analytics and visualizations.
  • Proven ability to conduct and manage research and utilize technical knowledge and skills to analyze, diagnose, and propose solutions to policy and project level issues and challenges.
  • Experience in application of multilateral development bank's policies and procedures for social development.
Qualifications

• A University degree in Economics, Sociology, Data Science, Database Management, or other development fields relevant to the position; preferably at post-graduate level or its equivalent.
